The President of the Ulcinj Municipality Ilir Čapuni assessed that the recent notice on the verification of attendance at work, which was published on the official website of the Municipality, is unethical and does not represent a measure specified by law.
Municipal President Ljoro Nrekić with Vice Presidents Hatija Đoni and Astrita Hodža and associate Artan Osmanović, on Monday, May 4 at 9,30:XNUMX a.m., visited the municipal secretariats and services in order to record the employees who were not at work at that time. A notification about this, with the names and surnames of the employees who were not found at the workplace at the time of the inspection, with the signature of Nrekić, was then published on the official website of the Municipality.
In his response, addressed to the office of the President of the Municipality, Čapuni claims that Nrekić and his associates, in addition to their legal powers, also controlled the service of the Assembly.
"The service of the Assembly is not covered by the decision on the organization and way of working of local government bodies, because the service is based on the law, not the determination of the President of the Municipality. Therefore, the employees of the Assembly are responsible for their work to the Secretary of the Assembly, and the secretary to the President of the Assembly and the Assembly," stated Čapuni in his response.

He assessed that the name of the service official, who was not found at the workplace, was published in an unethical manner, "knowing that attendance at work and work tasks are recorded and given only by the secretary of the Assembly".
"And as if that wasn't enough, the notice comes during the pandemic, when the Government and NKT propose to work from home as much as possible," emphasized Čapuni.
The service of the Assembly is not covered by the decision on the organization and way of working of local government bodies, because the service is based on the law, and not on the decisions of the President of the Municipality.
In the end, he assessed that the notification itself, placed as information for the public, damages the reputation of the Municipality, the integrity of officials and employees and reduces the trust of citizens as regular taxpayers.
