Tsarević: This is a shame, should we let feces swim around the city

The session of the local parliament, which was urgently scheduled for today at noon by the president of the Municipal Assembly Krsto Radović at the request of the mayor of Budva, Marko Carević, was not held, because there was no quorum.

Councilors of the newly established majority, 17 of them from DPS, SD, Crnogorska and independent councilor Stevan Džaković, did not come to the session, where the blocking of the municipal account was supposed to be discussed.

At the request of the Ministry of Finance, the Commercial Court passed a temporary measure prohibiting the Budva municipality from disposing of money in all its bank accounts.

The blockade occurred because Darko Radunović's department is asking the local administration to return 29 million euros of the state guarantee charged by the German-Austrian concern WTE/EVN on the eve of the New Year in the name of non-fulfillment of obligations for the construction of a waste water treatment plant in Bečići.

Before the beginning of the session, the councilors of the ruling coalition (DF, Democrats, SNP, URA) observed a minute's silence in honor of the deceased former mayor Rajko Kuljača.

"Because of the total blockade, I called a meeting, appreciating that we will all be responsible and discuss this situation, and all in the interest of the citizens of Budva. This is a classic political story and I'm sorry that all the citizens will have to pay. Everything that happens badly goes to the citizens' pockets. I can't believe that politics is the condition of all conditions here. If one were to look at it, the cause of all problems are precisely those who are blocking today. We returned 35 million euros of their dishonorable actions, we put the plant into operation," said Tsarević after the session was adjourned.

He said that the Commercial Court made a cardinal move.

"We received the lawsuit on May 19, although we had 15 days to appeal, the court passed a temporary measure after eight days. We submitted a complaint on the ninth day, six days before the deadline, but nothing was accepted. There was a rush to make a decision the day before the session for my dismissal. Let the citizens see what it's all about. In that hurry, the court omitted to enter the PIB of the Municipality, so it issued a supplementary decision, as it was in a hurry to block the Municipality as soon as possible and put pressure on it. What's fast is also short. "Citizens should see what kind of attitude the state government has towards the opposition city," Tsarević emphasized.

According to him, due to all these pressures, the city is in a situation to stop the plant.

"Let faeces swim around the city, because that is obviously the best solution for the group that is trying to seize power here in a criminal way." This is a shame, it is unimaginable that someone who should care is doing this, regardless of the fact that we are an opposition city. Is that a democratic relationship? There is an old saying, "what the cat licks, the mouse catches", this group cannot give up its old habits. I'm sorry that the citizens will pay for it," he said.

He said that he had a fair conversation with Minister Radunović and that the Assembly should have come to a conclusion today.

Krapović: This is a party directive

Former mayor and Democrat councilor Dragan Krapović said that the role of the Commercial Court is heavily politicized. He said that it was a party directive both in the Ministry of Finance and in the Commercial Court.

"I understand that the DPS councilors did not come anywhere, because this is a project initiated by the Budva OKG, when the Government led by Milo Đukanović and Igor Lukšić, who signed the grant, wholeheartedly supported the criminal and phallic project. Now it finally culminated in the blocking of accounts, which was done illegally and politically, at the end of the month so that the employees of the Municipality could not receive their salaries. The Commercial Court is not competent and could not issue a temporary measure. They would not be able to do something like that in the Basic Court, because you are blocking the Municipality, which cannot escape. I believe that the temporary measure will fail and will not hit its target," Krapović said.

First, as he said, it was necessary to reach an agreement between the Municipality and the Government, which should also bear part of the consequences for this problem. He said that representatives of the Prosecutor's Office and the Ministry of Finance did not respond to the session, and that citizens should draw their own conclusions.

Jelušić: With the illegal session, they are diverting the topic from the long-standing blockade of the Municipality

Budva DPS leader Predrag Jelušić said that the councilors of that party did not come to the session that was scheduled in violation of the law, the Statute and the Rules of Procedure of the Municipal Assembly.

"The topic that has been delegated cannot be qualified for an urgent session, nor is it scheduled according to the urgent procedure as implied by the Statute and Rules of Procedure of the Parliament. In simple language, you should say what the essence is. In this way, they want to give legitimacy to the President of the Municipality, they give those rights that he already has originally according to the law and the Statute. Rights should not be delegated to anyone to do what is within the competence of their job. The reason for scheduling such a session, in an illegal way, is to divert attention not from the blocking of accounts, but from the essential topic, the longer blocking of the local administration in Budva, which we pointed out several times, which is why the initiatives were launched. It is quite clear that four years of mandate, no matter how difficult and challenging this topic was, was enough for the municipal administration to solve the problem in a thorough, conscientious manner, and not that we ended up in this situation," said Jelušić. The head of the parliament, Krsto Radović, convened a collegium of all representatives of political parties at 13.30:XNUMX p.m. in order to reach a conclusion.
