Today, the Parliament adopted the Law on Amnesty, an integral part of which became the amendment that the prison sentence should not be reduced for perpetrators of serious murders.

41 members of the ruling coalition voted for the Law. Earlier, MPs of the DF and the special club of MPs left today's session because of the events in Budva.

An integral part of the law was the amendment submitted by Ivan Brajović (SD), Boris Mugoša (SD), Genci Nimanbegu and Adrijan Vuksanović (HGI), which requested that the amnesty not apply to serious murders.

After that, MP Danijel Pavićević (SNP) and MP of DF withdrew the amendment with similar content.

The law, the adoption of which was requested in a shortened procedure, was proposed by the DPS, Forca, the Bosniak Party, the Croatian Civil Initiative (HGI) and the Liberal Party. The proposal was not signed by the deputies of the Social Democrats. The law envisages a 15 percent reduction in the sentence for those convicted in prison, or ten percent for those who have not yet started serving their sentence.

The opposition's amendments were not accepted.

The DF leaders submitted an amendment requesting a 40 percent reduction in the sentence of legally convicted persons who are serving a prison sentence, as well as persons who have not yet begun serving their sentence and those who have been sentenced by a foreign criminal judgment that is being executed in Montenegro or whose transfer is carried out to another country, for the purpose of serving a prison sentence.

DF Member of Parliament Branka Bošnjak requested that persons who entered into a plea agreement on the day of the law's entry into force be exempted from the amnesty.

MPs of the United Montenegro, Goran Danilović and Goran Radonjić, with their amendments, requested that persons convicted of the criminal offense of failure to comply with the health regulations for the suppression of dangerous infectious diseases from Article 287 of the Criminal Code, be released from the execution of the imposed prison sentence and the measures prohibiting them from making calls be lifted , activities and duties, the conviction is deleted and all its legal consequences cease. They asked to be released from criminal prosecution of persons against whom proceedings were initiated for the criminal offense of failure to comply with health regulations for the suppression of a dangerous infectious disease.

During the debate, the opposition assessed that the law was proposed as part of the pre-election campaign, because the prisoners support the DPS, as well as because of the citizens who were illegally imprisoned due to the measures adopted by the National Coordinating Body for the Fight against Infectious Diseases.

DPS said that the main reason for proposing this regulation is the overcrowding of prisons during the pandemic, which is an extraordinary challenge for the prison system.
