The president of the Municipality of Budva, vice-presidents, president of the municipal assembly, chief administrator and secretary of the municipal assembly will be able to use official vehicles 24 hours a day, while the city manager, secretaries of the secretariat, heads of municipal services, directors, as well as heads of municipal offices, will have to park official vehicles to the official parking lot after working hours.
This is written in the decision on the conditions for the use of official vehicles, which was adopted by Nikola Divanović, who was appointed mayor of Budva three weeks ago by the parliamentary majority from DPS, SD, Crnogorska and independent councilor Stevan Džaković.
Divanović's move was practically expected, because almost every mayor who sat down in the chair, the first thing he did was limit the use of official vehicles and control the arrival of workers to work. Over time, each of these decisions became more and more flexible.
With this, Divanović only tightened the decision on the use of official cars, when it comes to elders, city managers, secretaries, directors, heads of offices and mayors, who until now were allowed to use vehicles 24 hours a day on weekdays.
The advantages remain when it comes to the management of the Municipality, who can use official vehicles day and night. The official parking lot of the Municipality on Sunday evening was full of official cars, so, as has been the case until now, there was a "Ford Mondeo" car parked, which is the car of the first man of the city, as well as a dozen other cars with official license plates.
The need to limit the use of official cars was pointed out in the report last year by the Secretary for Local Self-Government, Milijana Vukotić Jelušić, who was suspended by Divanović and replaced by DPS councilor Snežana Kuč as coordinator of that municipal service.
Vukotić Jelušić recommended to the then mayor Marko Carević to reduce the number of official vehicles, limit their use to working hours, determine exactly under what conditions they can be used and for what purposes.
"In order for the fuel consumption and depreciation of official vehicles to be at the level of correct use, I am of the opinion that the Decision on the manner and conditions of the use of official vehicles must be respected, which stipulates that vehicles are parked in the official parking lot of the Municipality after 16 p.m. and that they are not used on weekends and holidays. I believe that in most cases the users of official vehicles must consider the fact that from this year the vehicles of the Municipality are marked with stickers of the service that uses the vehicle and the coat of arms of the city of Budva and that the visual appearance of the vehicle is not at an enviable level for tourists, visitors, citizens... in an ugly picture to say the least," wrote Vukotić Jelušić in the report. She proposed reducing the fleet so that one representative presidential vehicle (the president for special purposes), two for the vice presidents, three for the daily needs of the secretariat, services and two more vehicles for general use are used. In the report she submitted to the management of the Municipality, she assessed that "it is most important to establish what the official needs are for the use of vehicles, for local self-government bodies, local officials, managers, officials, employees and whether leaving work and coming to work constitute official purposes".
"Reduce the monthly limit for users of official vehicles. That official vehicles be in the official parking lot after working hours, from 16 p.m., as well as on weekends and holidays. "Justify each fuel filling by means of the travel order book of the route from the previous period, determine their real need and, accordingly, the disciplinary responsibility of the person for negligent use of the official vehicle," stated Vukotić Jelušić at the time.
Two years ago, the Municipality changed its fleet, so the official vehicle of the President of the Municipality, instead of the previous Audi 8, is a Ford Mondeo, and after the sale of the old ones, 12 new official vehicles were purchased.
