According to "Vijesti" information, the State Election Commission (SEC) will make recommendations for the safe holding of the elections on August 30 in the coming days, even though the election lists have been submitted and the campaign has already begun.
The recommendations refer to voting outside the polling station, in quarantine, voting of covid-19 positive patients, determination of voting results at the polling station and communication campaign.
At the end of July, the SEC sent draft recommendations to the National Coordinating Body for Infectious Diseases and, after receiving their opinion, began drafting the final instructions for the safe holding of elections.
The agreement for the SEC to issue a binding instruction was reached at the session of the Collegium of the President of the Assembly on July 15, which was attended by representatives of the NKT, the SEC and NGOs.
It was then announced that the final guidelines on the conditions for holding the elections will be prepared in ten days and they will be subject to change if the situation worsens.
Dragan Koprivica from the Center for Democratic Transition (CDT) said after the meeting that there are many potentially contentious issues and a great need to organize things on time.
The OSCE observation mission said at a press conference yesterday that the SEC follows the legal deadlines.
"We have no information that they missed any legally prescribed deadline. The SEC assures us that they will be able to produce the necessary material," said the head of the Office for Democratic Institutions and Human Rights (ODIHR), Tomaš Mesarić, answering the question of how the holding of the election will be affected by the fact that the SEC has not yet issued recommendations on safe holding , the Mina agency reports.
12 election lists for participation in the parliamentary elections were submitted to the SEC.
On the last day, eight electoral lists were submitted, on which the SEC will make a statement within 48 hours of submission, namely: "Snežana Jonica - Socialists of Montenegro - Let's live like Yugoslavs"; "Decidedly for Montenegro! DPS - Milo Đukanović”; "For the future of Montenegro" (DF, SNP, Workers' Party, Prava Montenegro, United Montenegro and non-party figures); "Genci Nimanbegu - Nik Đeljošaj"; "HGI - With all my heart for Montenegro", Albanian coalition "Unanimously" (Democratic Party, Democratic Union of Albanians and Democratic Alliance in Montenegro), Croatian Reform Party of Montenegro - HRS, "Bosniak Party - Correct - Rafet Husović".
The SEC established and announced four electoral lists, namely the lists of the SDP, the SD, the list "Peace is our nation" (Democrats, Demos, the Party of Pensioners with Disabilities and Restitution, the Civil Movement New Left), and the list "Black on white" consisting of the URA Civic Movement, the Justice and Reconciliation Party, Civis voter groups and independent intellectuals.
