At the request of the office of the President of the Municipality of Kolašin, Milosav Bulatović, the 16th session of the Municipal Assembly (SO) was postponed until further notice. The president of the Council of Ministers Milan Đukić informed the councilors about this today, citing a large number of decisions that are being prepared and the complex epidemiological situation as reasons.
He claims that in Kolašin "the number of people infected with the corona virus increased sharply in the previous days".
Đukić expressed the hope that the councilors "will, with joint efforts and compliance with the measures and recommendations of the NKT, contribute to the protection of the citizens of Kolašin from the consequences of the coronavirus."
The opposition to Đukuć's decision, that is, the request made by the authorities, however, sees other reasons. As announced by the Democrats' councilor club, "it is clear that the hasty postponement of the session is classic political cowardice and running away from numerous illegal actions committed by DPS-SD-GB recently".
According to the Vice-President of the Democrats and the head of the committee club, Vladimira Martinović, "the story about the sudden jump in the number of people infected with the coronavirus, from two to four infected people, offends the common sense of every Kolašin resident". According to such logic, explains Martinović, there are no conditions for holding elections on August 30.
"It is a futile hope that the postponement of the session will help the ruling coalition so that the public does not find out about the illegalities before the election. Illegal donations from Bemaks, for which there are no contracts, party asphalting under the directive of the leadership of the Kolašin DPS board, falsification of public documents and misuse of the parliamentary seal, numerous illegalities during the establishment of RTV Kolašin... We discovered all of this and there is evidence for all of it. These are just some of the illegalities that the public has the right to know about, "- claims the vice-president of the Democrats.
Martinović says that it is incorrect that any additional time is needed for the preparation of decisions. The executive power, he explains, "at the collegium of the president of the SO, introduced the representatives of the council clubs with the proposed decisions, when it was agreed that the session would be held on August 17 and 18." He claims that "all the decisions were extensively prepared and printed for the councilors and their distribution was ready on Thursday".
"It is a devastating fact that Đukić, who serves as the president of the SO, and Bulatović, who heads the executive branch, under the command of Marta Šćepanović, are forced to postpone the session. At the collegium, it was agreed to hold the session, with confirmation that there is approval from the NKT, along with the proposed agenda. By postponing the session, Đukić and Bulatović show humility in front of the head of the Kolašin DPS board, not respecting themselves or the functions they perform," concludes Martinović.
The agenda of the session, which was postponed, was supposed to include, among other things, the spatial planning program for this year, the report on the implementation of the budget for the first six months, the SAI report on the control audit of the Municipality, the work programs of the companies "Communal" and "Vodovod i sewerage"...
