The Constitutional Court of Montenegro also initiated the procedure for the evaluation of certain parts of the Technical Recommendations, which were adopted by the State Election Commission at the session held on August 6.
The initiative was submitted by the Center for Civic Education. The CGE previously announced that this act of the SEC is in conflict with the Constitution and the Law on the Election of Councilors and Members of Parliament. That is, according to the by-laws of the SEC, persons who are in quarantine or self-isolation are allowed to vote by letter only if they are in their place of residence.
If you have places where they have the right to vote, they remain without that constitutional right. The Constitutional Court now sends the contested part to the SEC for a statement, and then makes a decision. The Constitutional Court did not explain which parts they were checking, nor were the proponents informed of the Court's decision.
Today, the Constitutional Court rejected the appeal of the Socialists of Montenegro, that is, Snežana Jonica, whose minority, Yugoslav electoral list did not previously receive the support of the State Election Commission.
