A quarter of the institutions that have the obligation to publish analytical cards and travel orders did not do so for the previous week, and 10% of those subject to the Law on the Financing of Political Entities and Election Campaigns did not publish data on social benefits and spending of budget reserves, the Center for Democratic Transition (CDT) announced ).
The CDT states that the result of the monitoring is worse compared to the previous monitoring of compliance with the Law on Financing of Political Entities and Election Campaigns (the Law) that they did for the period 20-26. July, when a fifth institution did not fulfill its legal obligation.
"The majority of taxpayers publish mandatory data on the consumption of public funds in the pre-election period, but the number of those who do not publish travel orders and analytical cards in the run-up to the elections is growing, which directly violates the law. Also, some companies whose majority or partial owner is the state or local self-government unit in general they don't have a website, so they avoid this legal obligation," the announcement states.
They said that, as in previous elections, there is an appearance of uneven formats of analytical cards, which in some institutions are prepared collectively, instead of by budget spending units, and that the Agency for the Prevention of Corruption (ASK) is still not up-to-date with the database of institutions that (dis)obey legal obligation, which has not been updated for the previous two weeks.
"ASK still hesitates to clearly and unequivocally tell the public who are the violators of the Law. Despite the fact that control is being carried out, the public remains deprived of a list of institutions that did not publish data on the use of public funds in the pre-election period and travel orders, municipalities that do not submit information about pay social benefits, law-abiding persons who don't even have websites. By behaving in this way, ASK fails to promote the integrity of the election process with its activities and prevent the repetition of these phenomena through public appearances."
They reminded that there are 973 taxpayers of the Law in Montenegro and that all budgetary spending units are obliged to publish analytical cards every seven days.
"Ministry and municipalities must publish data on the distribution of all forms of social assistance and data on the spending of the current budget reserve on a seven-day basis. Also, all institutions, as well as economic companies whose founder and/or majority or partial owner is the state or local self-government unit, must publish on a seven-day basis all issued travel orders for the management of official cars," the announcement concludes.
