The first thing that the "Black on White" coalition would do in the field of healthcare would be its depoliticization, said cardiac surgeon Srđan Pavićević, a candidate for deputy of this coalition in the upcoming parliamentary elections.
"Politics should come out of science. I have been in the profession for 35 years and I remember when, with the arrival of this government in 90, politics brutally entered science and therefore into medicine as a profession. Merit ceased to be a leading value in our profession. Below-average students became are the bosses of their teachers and with that the story of successful medicine is over here. We have a plan to change this situation and we will do it in the new government," said Pavićević, who is also the president of the Citizens' Association CIVIS.
He said that "Black and White" will advocate for the decentralization of health care, which will mean that KCCG is not constantly burdened with the secondary level of health care, but that other hospitals in Montenegro participate equally in that level.
"Special attention in the new "Black on White" government in the field of health care will be devoted to education. Quality-educated medical staff is the basis of the development of medicine. We will make connections with quality medical centers throughout Europe in Padua, Rome, Lausanne, Milan, Zurich, Madrid, Valencia, Paris , Nice, Stockholm where our specialists would improve their skills", said Pavićević.
What must be completed in the field of healthcare, he added, are strategic documents that would enable quality work and organization, such as clinical guides for all clinical conditions and basic prices of all procedures.
"We will also pay attention to the social and material status of health workers. We must do everything to restore dignity to both personal and professional health workers. People will be chosen for the leading people of health organizational units and institutions through public and transparent competitions, which will be ranked by adequately competent and professional commission without political influence," he emphasized.
He also said that KCCG should be, as it was originally intended to be, a city hospital for Podgorica, Danilovgrad and Kolašin, and that the clinical center could be built in the immediate vicinity, more precisely on the plot of land where the Hotel Bolići was conceived a long time ago.
Surgeon Miodrag-Caro Pavličić, a candidate for MP from the "Black and White" list, said that we have an aging population and that healthcare costs are increasing, especially because of new technology, which is very expensive and without which there is no effective healthcare system.
"We allocate about 5,6 percent of GDP annually to healthcare, and the coronavirus pandemic has shown how important the healthcare system is. The healthcare system is in the shape of a pyramid, at the bottom is the primary healthcare sector and at the top is the clinical center of a country. If we don't have a good base, then we don't even have a good system. The problem is that a large number of patients from the primary health sector are sent to the secondary level. We don't have enough family medicine specialists in primary care, that problem must be solved," said Pavličić.
He said that regional hospitals should be strengthened with personnel and new technologies.
"We believe that we must reduce costs in health care, and above all in public procurement, which are an excellent source of corruption. We give 100 million for medicines, and that is too big an item in our budget, and there is a possibility that these costs can be reduced," Pavličić pointed out.
He added that Montenegro is fighting the coronavirus well so far and that it will be a challenge in the coming period as well.
