From the Black and White coalition, they claim that the election day in Nikšić is taking place with several irregularities, and one of them is that the presidents of the election committees, who are all members of the DPS, want to prevent the authorized representatives of the opposition electoral lists from attending the vote by letter. The DPS in Nikšić has all the presidents of the election committees, as well as all the members, because the opposition boycotted the previous local elections.
"This kind of behavior by the president of the electoral commissions is a brutal violation of the Law on the Election of Councilors and Members of Parliament as well as by-laws related to these electoral activities. The SEC has recommended that all representatives of electoral lists be allowed to follow the voting process by letter. In addition, the current Rules on voting by letter in Article 4, it is clearly stipulated that voting by letter is attended by two representatives of the position and the opposition. This is why the behavior of the president of the polling committee in Nikšić is incomprehensible, because the regulations in this area are clear and unambiguous," stated the Black and White coalition.
They demand that the Municipal Electoral Commission in a short period of time make a binding decision that, in accordance with the law, representatives from both the position and the opposition can participate in the process of voting by letter and that it deliver that decision to all polling committees in Nikšić.
"Anything else would be against the Constitution and legal regulations of Montenegro and a gross violation of basic human rights," said the aforementioned coalition.
