The leaders of the three coalitions that won the majority of votes in the parliamentary elections should meet to discuss all the open issues that are current in this phase of negotiations on the formation of a new government, it was decided at last night's meeting.
It is not specified when the leaders will meet, but there is a suggestion that the meeting be organized during today.
During last night's talks, which were not attended by the leaders of the "For the Future of Montenegro" coalition Zdravko Krivokapić, "Peace is our nation" Aleksa Bečić and "Black and white" Dritan Abazović, according to the "Vijesti" interlocutor, they discussed the questions of how to the Government is formed.
He pointed out that nothing concrete has been concluded, but that he shares the position "that some issues should be defined".
The interlocutor said that it was agreed that the new meeting would be in the format of party presidents and paper holders and that "it belongs to them to discuss and agree" on open issues.
Another interlocutor said that certain disagreements, especially in the context of the passage of time and the constitutive session of the Assembly that will be held on Wednesday, require the assumption of wider responsibility by all participants.
The President of the Assembly should be elected on Wednesday, September 23, at the constitutive session.
The interlocutor of "Vijesti" states that no decision was made last night as to who will be the president of the Assembly, stating that it could eventually be done today if an agreement is reached, which would include an agreement on a wider division of participation in the government of the three coalitions.
The coalition "For the future of Montenegro" won 27 mandates, "Peace is our nation" 10, and "Black on White" four mandates.
Last night's meeting was attended by Slaven Radunović, Predrag Bulatović and Branko Radulović on behalf of the "For the Future of Montenegro" coalition, and by Boris Bogdanović, Miodrag Lekić and Momo Koprivica on behalf of the "Peace is our Nation" coalition.
The "Black on White" coalition was represented by Zoran Mikić, Srđan Pavićević, Zoran Miljanić and Filip Adžić.
As "Vijesti" previously announced, there is a dispute over who will receive the so-called security departments - internal affairs and police, defense and the National Security Agency.
The DF had previously planned to control the intelligence sector, which allegedly could pose a serious problem due to Montenegro's membership in NATO and the sensitivity of intelligence data.

The Civil Movement (GP) URA announced yesterday, after the session of the Main Board that was held on Thursday evening, that in this "delicate moment and divided society such as Montenegrin, people who by their actions divide Montenegro and cause negative emotions among a certain number of citizens I cannot get portfolios in the new government".

One partitocracy must not be replaced by another
After the session of the Main Board, it was announced from the URA GP that the citizens expect radical reforms with a change in the way of governance and that, as announced, one partitocracy must not be allowed to be replaced by another.
"The main committee concluded that the negotiating team insists on the principles of de-monopolization of institutions and the concept of an expert government, and welcomed the statements of the holders of the election lists of the other two coalitions, Zdravko Krivokapić and Aleksa Bečić, who supported the concept and idea of an expert government," the announcement states.
They pointed out that these two principles are the basis for the formation of a new majority:
"It must not be allowed that ministries, individual departments, administrations or sectors turn into party fiefdoms, as was the case during the period of power of the Democratic Party of Socialists and its satellites".
URA said that they will support the expert government, which faces a challenging task, and that this is the only model that is acceptable to the party.
