"Thus, for the agenda of today's session, they proposed to leave out the decisions made at the sessions of SO Budva from July 11.07.2020, 26, published in the Official Gazette of the Republic of Montenegro - Municipal Regulations No. 20/XNUMX. At the same time, they did not even submit the parliamentary material. The combination of their arrogance in disregarding laws and procedures is truly incredible. We are obliged to explain to the citizens of Budva what this is all about. These are dismissals and appointments that are legally binding and have been published in the Official Gazette, and as such the Assembly of the Municipality of Budva shall not method cannot be invalidated. This is simply not provided for by law in this case. Specifically, if they want to appoint a person in the Parliamentary Service, they need to announce a competition, in accordance with the law and the statute of the Municipality of Budva. We repeat once again, all decisions are legally valid, final and published in the Official Gazette, and cannot be revoked", said the coalition "For Budva, For Montenegro - Milo Đukanović - DPS, SD, LP, Montenegro".
The leader of Budva DF and holder of the "For the Future of Budva" list - Marko Bato Carević, today, according to announcements from the winning coalition, will receive the green light to lead Budva in the next four-year mandate.
At the session of the local parliament, which the newly appointed president of the Municipal Assembly Krsto Radović (Democrats) has scheduled according to an urgent procedure, the decision on the election of the President of the Municipality will be made before the council meeting.
The convocation of councilors today will cancel the decisions of the previous administration of Nikola Divanović, which was repeatedly pointed out to have managed to replace the city government led by Carević and Radović through police force and political corruption.
The decisions made at the parliamentary session on July 11 regarding the election of Vladimir Bulatović (Montenegro) and Petar Ivković (Social Democrats) as vice-presidents of the Municipality, as well as the decision to appoint Lidija Zirojević as acting secretary of the Municipal Assembly, are annulled.
From the coalition "For Budva, For Montenegro - Milo Đukanović - DPS, SD, LP, Montenegro" they point out that the mandate of the President of the Municipality lasts four years.
"That mandate is independent of the mandate of the Assembly, and everything they are trying to implement represents illegal actions. The President of the Municipality was appointed by the Assembly with a majority of votes, and it must also dismiss him. The same as Mr. Tsarević. Therefore, the procedure must be the same The way they want to do this is illegal, and represents a pure example of legal violence. Dismissal is initiated by submitting a proposal in which the reasons for dismissal must be stated, so exactly the way we did it when dismissing Tsarević and Radović. We emphasize that in the previous period we did everything according to the law. That our political opponents are also aware that this was the case is also shown by the fact that they did not even complain to the Administrative Court, and that by appearing at the constituent session of a few days ago, called by the then the president of the Assembly of the Municipality of Budva, Anđele Ivanović, put a stamp on each of the decisions made and publicly acknowledged them", they state in the coalition "For Budva, For Montenegro - Milo Đukanović - DPS, SD, LP, Montenegro".
They conclude that their political position is crystal clear.
"We did not achieve the planned election result and we absolutely respect the electoral will of the citizens of Budva from August 30. As representatives of responsible politics, we have no intention of being an obstacle to the formation and functioning of the new administration. On the contrary, we are interested in it starting to work in the interests of the citizens as soon as possible Budve. This is also proven by the actions of our outgoing municipal president. However, what we do not understand is the resistance of the new political majority to the rule of law and respect for the procedures prescribed by the Law on Local Self-Government. In the context of constructive opposition action, we will point out all the deformities in the functioning of local self-government, and use all legal mechanisms and legal institutes to protect legality in its work, just as we will support all decisions that are important for the public interest and the citizens of Budva", the coalition concludes.
