The Mayor of Podgorica, Ivan Vuković, and the President of the Municipality of Berane, Dragoslav Šćekić, will relinquish their parliamentary positions, while the decision on the further engagement of the President of the Municipality of Tuzi, Nik Đeljošaj, will be made by party bodies.
In the parliamentary elections, Vuković was seventh on the parliamentary list of the Democratic Party of Socialists (DPS), and Šćekić was tenth on the list of the "For the Future of Montenegro" coalition. Đeljošaj was the holder of the "Genci Nimanbegu-Nik Gjelošaj" list, which won one parliamentary mandate.
He told "Vijesti" that the decision on his engagement will be made by party bodies.
"Everything depends on the decision regarding possible participation in the executive power and of course with respect to the coalition agreement within the Albanian list. I will follow the decision that we will make together AA and Albanian Lista. The least important is the personal decision where I will be, it is important to achieve the program goals", said Đeljošaj.
If a public official who, in the course of performing a public function, accepts to perform another duty, he is obliged, according to the Law on Prevention of Corruption, to resign from the public function within 30 days from the beginning of the performance of the other function, that is, the duty.
Vuković, who was the holder of the list of the Democratic Party of Socialists in the Podgorica elections in 2018, was elected to the post of mayor of Podgorica at the session of the Capital City Assembly on July 31 of that year.
That he will remain in the position of mayor of Podgorica was officially confirmed to "News" by the Public Relations Bureau of the Capital City, and his official resignation was submitted to the Assembly. He should be replaced in the Assembly by Predrag Sekulić, who is next on the list of deputies of the DPS.
Since April 23, 2018, Dragoslav Šćekić (SNP) has been spending his second term as president of the Municipality of Berane, to which he was elected as a candidate of the "Zdravo Berane" coalition, which consisted of the Socialist People's Party (SNP), the Democratic Front (DF), the Serbian List ( SL) and United Montenegro (UCG). He was elected to this position for the first time in March 2014.
Šćekić told "Vijesta" that he will be succeeded in the parliamentary benches by Milosava-Mira Paunović, the next on the SNP list.
"At this moment, I need to finish the duties I started earlier, and my colleague Mira has the trust of the citizens and I think she will perform well as a member of parliament", said Šćekić, answering the question why he decided to remain in the position of the first man of Beran, and not to be deputy.
The president of the Albanian Alternative (AA) Nik Đeljošaj was elected as the president of the Municipality of Tuzi in March 2019. He was the leader of the winning coalition Albanian Forum in the local elections in Tuzi in 2019.
The President of the Municipality of Herceg Novi Stevan Katic (Democrats) entered the parliament as the seventh on the MP list of the "Peace is our nation" coalition, but he resigned before the constitutive session of the 27th convocation of the parliament. Katić was replaced in the parliamentary benches by his colleague from the Democrats, Danilo Saranović.
Last week, Zoran Pažin and Gordana Đurović from the DPS submitted their resignations from their parliamentary positions, and they were replaced by Luiđ Škrelja and Jovanka Laličić.
In the parliamentary elections on August 30, the coalition "For the Future of Montenegro" won 27 mandates, "Peace is our nation" 10, and "Black on White" four mandates. The Social Democrats and the Bosniak Party each have three deputies in the Assembly, and the SDP has two.
The Albanian list "Genci Nimanbegu-Nik Gjeloshaj" and the coalition "Jednoglasno" each have one representative.
The law prohibits a deputy from being the president of the municipality
Presidents of municipalities and mayors cannot perform these functions in parallel with parliamentary functions, because it is prohibited by law.
The Law on the Prevention of Corruption specifies that a public official who performs duties in the state administration and local government bodies cannot perform the function of deputy and councilor.
