In the three years since the entry into force of the Law on the Capital City, from close to 20 million euros, which until now could and had to be used for projects that contribute to the creation of new jobs, infrastructural, development and other projects, in accordance with Article 30 of this law, due to the inability of local authorities, only a few million were used, including all the funds used for the purchase of real estate, said Danilo Mrvaljević, president of the Club of Democratic Councilors in the Assembly of the Capital City of Cetinje.
"It started with great promises, with 29 projects, some one-year, some multi-year, the next program had 19 projects, and now we have reached the announcement of 14 projects, and in three years almost none of them have been completed, while most of the projects are still in to the phase of "visiting locations", "creating project documentation" and/or "solving property-legal relations problems". Mostly, projects were repeated year after year, according to the copy-paste system, without any serious analysis and serious planning, and the implementation remained at zero. The Cetinje government is the only government in Europe that managed to defraud citizens four times for the same projects in three years," Mrvaljević said in a statement.
As he says, the proposal of the Development Program for 2021 is by far the worst so far, a frivolous document, on only 19 pages, including the title page, table of contents, introduction, "recapitulation" and closing remarks. There are no precise and detailed data on projects, dynamics of implementation, responsible persons, services and authorities, description of the stage in which multi-year projects from previous programs, promised to citizens long ago, are in general and without any serious data and information about projects.
"Numerous projects that were perennial in earlier programs and for which we were convinced that the implementation was underway, magically disappeared from the program. Truly outrageous! After such a proposal of the Development Program, the only possible conclusion emerges, and that is that the local government DPS and SD seem to have definitely given up on Cetinje after the fall of the dictatorship at the state level and certain loss of channels for personal enrichment and positioning. living "combinations" - Montenegro is a mother, while it is close to cash. This is the best reflection of their whole "flag-patriotism". But, luckily, there are those who long ago tied their lives to this city, there are forces that allow further decay and disappearance of Prijestonica - there is only one year left, so let's slowly see off the last remains of the octopus, to return Cetinje to Montenegro," concluded Mrvaljević.
