The collegium of the President of the Municipality will make a decision on changes to the Rules of Procedure of the Municipal Assembly of Pljevlja, which will enable councilors to vote electronically, on November 24, after a similar decision was made by the state parliament the day before.
This was decided at the meeting of the President of the Assembly, Dragiša Sokić, with the heads of the committee clubs. Councilors from Nova and DNP and PzP Milan Lekić, Vladislav Bojović and Božidar Bajić did not attend the meeting.
The ruling coalition led by the DPS demanded that the session of the local parliament, where the amendment to the rules of procedure would be adopted, be held on Thursday.
The draft decision stipulates that in the event of an epidemic of the covid 19 virus, sessions of the local parliament can be held remotely, with the use of information and telecommunication technology. The councilor can participate in the work of the Municipal Assembly remotely only if he is infected with the virus, if he is undergoing hospital treatment or if he has been ordered to self-isolate.
SO Pljevlja was not held recently because the ruling coalition left the session after it was established that two of their councilors were not present in the hall, without whom they did not have a majority, and who, as the head of the DPS caucus club Danijel Živković said, could not attend the session due to the obligation to be in self-isolation.
The local parliament in Pljevlja has not held a session for more than five months, although the statute stipulates that it should be held once every three months.
"There is only one reason why the sessions of the Municipal Assembly were not held, and that is the epidemiological situation," said Živković.
In the opposition, they believe that the conditions for the introduction of forced administration in the Municipality have been met for a long time.
