Citizens' Association Civis called on Mandate Zdravko Krivokapić to think about whether it is possible to give confidence and support to his Government proposal and whether it can be obtained from the only parliamentary structure with which he did not officially meet during the decision-making period, "although due to a combination of circumstances, he uses Civis's idea as the basis of his political concept".
Cardiac surgeon Srđan Pavićević is at the head of the Civis Alliance, and in the parliamentary elections on August 30, they participated as part of the "Black on White" coalition.
It was announced from Civis that if the ministers are not really the best, most experienced and fully realized in their professional life and are not based on the widest possible political and social platform and support, there is a huge chance that they will collapse quickly, even by themselves.
"Does the Government, which should be adopted, meet these prerequisites? The agent claims that it satisfies, but in his opinion and the opinion of a narrow circle of his associates. Considering how much and what is at stake, does the mandate holder have support for this and from whom? If he considers the tired and revolt-tinged, declarative conclusion of a late afternoon meeting with the leaders of the coalition to be support, then we think he is taking a lot of risks. And, at the same time, de facto, the whole risk is taken on itself", it was announced from that Alliance.
From Civis, Krivokapić was asked if he thinks that the Citizens' Alliance Civis can unquestioningly agree to the wavering principles and "so far the obvious inconsistency in the presentation of the ideological and political concept, only because of the repeatedly expressed and emphasized blackmail with the alleged mortgage of condemnation of a part of public opinion".
"And would that mean that in the further course and work of the mentioned Government, we will be blind and dumb? That is, to summarize, does Mr. Krivokapić think that he, and only he, on the wings of joint victory, deserved the signed 'Carte blanche'?...And now, let's think once more, given that there is obviously a 'forgery of the original' in the works, are we thereby paving the way for the collapse of this concept and opening wide the door to a spontaneous and triumphant return of the DPS to power?", Civis announced.
They announced that the principle of meritocracy and the conception of the 'Government of experts', as a pattern of realization of ideological-political discontinuity, is the conceptual concept that the Citizens' Association Civis proclaimed on the day of its creation a little more than two years ago. As they say, this concept was first adopted by the "Black on White" coalition, and on the night of the victory and the day after, by the other two coalition groups.
Clarifying the concept of the 'Government of experts', Civis states that this means that trained, educated, skilled, experienced and, above all, clearly professionally accomplished people from various sectors and professions are elected:
"That as heads of departments in the "Government of Experts", by implementing their knowledge and experience, signed by personal and professional credibility, they create a scientific and professional prerequisite, a framework and space bounded by standards, current achievements, principles and valid, world-recognized, social and cultural values and norms on which modern Montenegrin politics will be implemented."
They state that their combination of politics and knowledge, intertwining and synergy, framed by strong ethical principles, with a constant exchange of energy and results, "would nurture new and new social and cultural values, which would be a guarantee of general progress and connection with the current European avant-garde". With such a superior model of coexistence and permanent cohabitation, these two social foundations are said to inevitably and forever abandon ossified stereotypes and sociologically outmoded models of functioning, based on party stupidity, ignorance, corruption, nepotism and crime.
"Then it is inevitable that those who have nothing to say will shut up and hide before the onslaught of knowledge, morality and skill".
The Association points out that for the realization of this project, a consensus is necessary between two main factors, expert-reference knowledge and experience on the one hand, and politics and its protagonists on the other.
"This 'deal' must be balanced, balanced, firm and synergistic. With the broadest assumptions on both sides. If any side 'overpowers' to the detriment of the other and no equality sign can be placed between them, this equation is no longer valid, but, most certainly, leads to the realization of 'its own opposite', i.e. to a lackluster and inglorious ending".
