The members of the Ulcinj parliament adopted today the rebalancing of the budget for this year, which is planned for the amount of 9,28 million euros, which is 4,73 million less than the original income and expenditure plan. The rebalancing was adopted by a narrow majority because the Force councilors from the ruling coalition did not vote for the proposal.
A total of 17 councilors voted for the proposed plan out of a total of 33 in the Ulcinj parliament, even though the ruling coalition led by the Democratic Party of Socialists (DPS) has as many as 30 mandates in the local parliament. Ten councilors were against, while one abstained.
In addition to DPS and Force, the Democratic Party, the Democratic Union of Albanians, the Social Democrats and the Bosniak Party are in power in Ulcinj.
The members of the Force pointed out that it was unnecessary to exceed the legal deadlines for the submission of the final account for 2019, the rebalancing of the budget for 2020, as well as the budget for 2021.
They also assessed that "based on the data, which are not complete, the municipality of Ulcinj is facing a catastrophic period with budget funds.
Also, in Forca they claim that the budget of about 14 million euros, three weeks before the New Year, was only 50 percent realized and they wonder how the executive power will replace the missing 2,3 million euros in such a short time.
"Remove the rebalancing, because we all know that it cannot be implemented," Force President Nazif Cungu said.
In the explanation of the adopted proposal of the decision on amendments and additions to the decision on the budget for 2020, as the main reason for the decrease, the weaker achievement of both own and assigned revenues due to the circumstances caused by the coronavirus pandemic is stated.
By rebalancing, current expenditures are planned at 3,27 million euros and are lower by 1,26 euros compared to the plan. The biggest decrease refers to transfers to institutions, individuals, non-governmental and public sectors, while expenditures for gross wages and contributions are lower by almost 10 percent.
Capital expenditures are lower by 3,93 million euros, and with the amendments to the plan, they were reduced from the projected 6,32 million euros to 2,39 million euros. The explanation points out that the construction of separate sewage systems for the collection and disposal of waste water in the settlements of Kodre, Totoši, Bijela Gora and Bratica has been postponed due to new circumstances.
It is also stated that funds from KFW Bank for the implementation of the project to improve water supply and waste water disposal will not be withdrawn in the planned amount.
In the explanation of the proposal, which received the green light from the Ministry of Finance, it is stated that transfers from the Equalization Fund have the largest share in the planned receipts, while the structure of planned expenditures is dominated by debt repayments.
Kruče will receive water from the Regional Waterworks
The Assembly also adopted a decision on the connection of the Kruče settlement to the Regional Water Supply and the construction of a waste water factory for Ulcinj and Bar for that area. On this occasion, the director of the Regional Waterworks, Goran Jevrić, addressed the councilors.
