Checking the debts of the capital, which was headed by Aleksandar Bogdanović (DPS) for many years, for the State Audit Institution (DRI) to audit its operations, examination of "possible violations of voting rights" for the elections, analysis and possible changes to the Cetinje development program for 2018, some are of the key points of agreement from the Draft Agreement on joint political action of the future DPS-SD coalition.

In the part related to the transparency of the financial operations of the Municipality of Cetinje, it is stipulated that "the new local administration shall determine the debt of the Capital, public enterprises, institutions, directorates..., its sustainability and the reasons for its increase in the shortest possible time, no longer than six months".
"Both claims and other economic indicators of relevant importance for the overall financial situation, and for this, the Assembly of Prijestonica will be notified with special information", is the result of the negotiation platform, which was accepted in principle, and is included in the proposal of the coalition agreement.
According to the Ministry of Finance, the debt of the Municipality of Cetinje was 10 million euros at the end of last year, while the opposition claims that it is over 25 million.
The Cetinje committees of DPS and SD are acceptable to the negotiating platform offered by the team of Ivan Brajović's party, headed by Damir Šehović.
Milo Đukanović's party and the SD expect that the presidencies will soon approve the agreement, which consists of three parts - political principles, program commitments and personnel. After that officialization, preconditions were created for the constitution of the government in the capital.
"The coalition partners agree that all cases of violent behavior, endangering the property of citizens of the capital and alleged violations of voting rights in the run-up to and during election day must be investigated, in accordance with the law, and those responsible must be sanctioned, which is why they will publicly call on the competent state authorities to take measures within the limits of their competence, is an extract from the proposal of the agreement.
The opposition called for competent institutions to investigate all irregularities, as well as physical attacks on their candidates for councilors, sympathizers and citizens, as well as who are the hooded persons who stayed in the building of the Municipality of Cetinje on election night. The DPS also called for an investigation and blamed the Democrats and URA for the incidents. Some polling stations were temporarily closed, there were arrests, injuries, and members of the SAJ were on duty in front of the Prijestonica building after voting. The Police Directorate announced that on November 26 they were in Cetinje "preventively", but did not answer why.
In the proposal of the agreement, it is stated that through the MPs (parliamentary Committee for Economy, Finance and Budget) they will initiate that the SAI include the audit of the capital's operations in the annual audit plan for 2018.

The partners agree that the Capital City Development Program for 2018 should be analyzed once again and, if necessary, amended in compliance with the legal procedure, due to the "full, efficient and rational use of allocated funds in accordance with the Law on the Capital City".
In the section on the disposal of the Capital's property, it was emphasized that "it is necessary to determine the method of disposal, which implies that local, that is, state property is alienated under the condition of prior definition of purpose".
Within the framework of program commitments, it is stated that with "dedication to the implementation of pre-election programs, a better quality of life will be ensured for all citizens".
"The program commitments deal with strengthening employment, developing business zones, balanced economic development, supporting young married couples in solving housing issues, strengthening health services and educational infrastructure, social protection of vulnerable groups, developing sports and culture."

According to the proposal of the agreement, it was agreed to define the parameters and goals on the basis of which "success will be measured for each functionary position in the capital".
"News" has been confirmed by several sources that SD gets the position of Deputy Mayor, Secretary of Finance, Secretary of Sustainable Development, Secretary of Culture, Director of the Waterworks, Director of the Property Directorate, Director of the Sports Center, Director of the "Njegoš" Library...
DPS retains the position of mayor (the director of Montenegro bonus, Aleksandar Kašćelan, is one of the candidates to succeed Aleksandar Bogdanović, who was elected as the minister of culture), as well as the president of the capital's Assembly, and various functions in municipal institutions, companies... Holder of the SD list Ivan Gazivoda did not agree to take over the head of the Assembly, and after it was decided in principle that the position should be kept by the DPS staff, Brajović's party settled with other positions.
In the part of the agreement proposal dedicated to personnel, it is stated that "coalition partners agree that the positions of the mayor and the president of the Assembly are agreed upon by consensus, as well as that continuous personnel renewal must be the basis of the personnel policy."
They claim that "the emphasis is on professional competence, integrity and management skills".
SD to say who voted how
The president of the Cetinje Democrats, Danilo Mrvaljević, said that, if the agreement between the two parties is confirmed, he will know how to decide according to such a decision of the Social Democrats.
"What doesn't look good from the very beginning is the incredible fact that the fate of Cetinje is being negotiated by Mr. Milutin Simović and Damir Šehović, but this tells us a lot about the relationship of the entire regime towards the Montenegrin capital. It remains to be seen whether the two doctors, Gazivoda and Ivanović, as citizens of Cetinje, will join in humiliating and belittling Cetinje and support those who have been destroying our city for decades, all for the sake of three directorships," said Mrvaljević.
Simović was in the DPS negotiating team.
Mrvaljević invited the Cetinje SD to announce how its members voted.
"I think that our fellow citizens should know by name who are the people from the local SD, who raised their hand on the board for OKG DPS, and against Cetinje, if the decision to save the phantom girls was really made," he said.
Neither the Democrats nor the rest of the Cetinje opposition wanted to comment on the agreement on the personnel division of DPS and SD.
