Tsarević sent an urgent letter: Spajić, react - 500 people are without wages

Budva Mayor Marko Bato Carević sent an urgent letter to the Minister of Finance and Social Welfare, Milojko Spajić, requesting an urgent meeting and resolution of the alarming situation due to which more than 500 workers of the companies "Vodovod" and "Komunalno" are not receiving salaries.

The employees have not been paid their salaries for three months, even though there is money in the company's accounts, because the Central Register of Business Entities (CRPS) allegedly refuses to register new management.

Because of this, Tsarević accuses the CRPS of being politically instructed.

With the votes of the coalition "For the future of Budva" and the Democratic councilors, the Budva Assembly annulled all the decisions of the administration of Nikola Divanović (DPS) and declared them illegitimate, including those regarding the dismissal of the board of directors in "Vodovod" and "Kumunal".

With the annulment of the decision, the decisions about the "old" board of directors, which appointed as acting directors of those two companies DF personnel - Predrag Ivanović and Jasna Dokić - remained in effect.

However, the CRPS refused to enter them in the register, which means that the directors do not have the right to sign, which is why they cannot pay their salaries for the third month...

"The reason for my address is the need to organize a meeting attended by representatives of the Municipality of Budva, and it concerns the entire situation in the Municipality of Budva, especially in relation to the financial aspect and affairs that have damaged the Budget in the amount of several million, and the consequences of which are manifested daily, with with special reference to the non-action of the CRPS in Podgorica in the procedure of registering a company founded by the Municipality of Budva. I informed you about this in a letter dated December 16. "Given that we have tried on several occasions to make an appointment for reception by phone, but we have not received any feedback, please inform us about the date of the meeting after this emergency," said Tsarević in an urgent letter, in which "Vijesti" had insight.

Tsarević assessed that the situation is very complex and urgent, and that the meeting is extremely important for the citizens of Budva.

"One of the most urgent cases at the moment is the failure of the CRPS to act on the submitted applications of companies founded by the Municipality. Although the CRPS, as the body responsible for receiving documentation and entering changes in the structure of all economic entities into the records system, does not have the authority to contest the decisions made, referring to only apparent 'formality', it nevertheless engaged in reviewing the adopted acts and refused the entry and registration of the director. .. After the CRPS refused to act on the submitted applications, at the 5th session of the Budva Municipal Council, held on November 11, acts were adopted that confirmed the legal status of the presidents/members of the administrative bodies of companies and public institutions founded by the Municipality of Budva", he pointed out is Tsarević.

He emphasized that even such verified acts were not enough for the CRPS to act in accordance with its competences.

"I note that these acts were published in the Official Gazette of Montenegro... on November 20, which completed the legal procedure on this matter. This action of the CRPS results in non-payment of salaries to a large number of employees in companies and public institutions founded by the Municipality of Budva, in the period from September 1 until today. All this leads to the conclusion that the Municipality of Budva is facing obstruction from the Tax Administration, specifically the CRPS, which undoubtedly has a political background, because this body did not ask for any additional documents or decisions to act on the reports previously declared illegitimate and arbitrarily by the authorities in Budvi, headed by Nikola Divanović. In those cases, he acted without hesitation, without additional investigation and finding new institutes that are not within his jurisdiction," wrote Carević.

Because he called on Spajić to, in accordance with the legal powers that stipulate that the Ministry of Finance and Social Welfare supervise the legality of administrative acts and other administrative activities of the Tax Administration, examine the actions of the CRPS as soon as possible.

"Take all legal actions in order to resolve this legal matter and as soon as possible decide on a meeting with the representatives of the Municipality of Budva".
