The government and the proponents are looking for the best solution?

The heads of parliamentary majority caucuses, the parliamentary leadership led by Aleksa Bečić, Prime Minister Zdravko Krivokapić, Deputy Prime Minister Dritan Abazović and Minister of Justice Vladimir Leposavić will today discuss the proposed changes to the prosecution laws, which the parliament should consider at the session starting on February 18.

The government was supposed to determine its opinion on the proposals for amending the Law on the State Prosecutor's Office and the Proposal for the Law on the Prosecutor's Office for Organized Crime and Corruption, but before that a discussion was held with the proponents, "Vijesti" learns.

The government is aware of the need to change the law, but also of the absence of public discussion and adoption by abbreviated procedure.

Also, the expectation that due to the change in the law, there is no step backwards towards fulfilling the obligations from Chapters 23 and 24, so before the final position, he should have discussed it with diplomatic officials of influential Western countries, who supported the Special State Prosecutor's Office - whose temporary suspension, because of the change in the law, and caused the biggest storm, "Vijesti" was told.

It was announced yesterday from the DPS parliamentary club that they will end the boycott of the Assembly and appear at the extraordinary session, and the chief special prosecutor Milivoje Katnić announced yesterday that he is ready to resign, if the proposers of the law give up on them and undertake not to to propose until the end of the mandate of this parliamentary convocation, announced the Prosecutor's Office.

He said that on February 10, he spoke with the Prime Minister, who, as he claims, informed him that, in the event of his resignation, the deputies of the Democrats and GP URA would abandon the proposal, which the two parties denied.

Krivokapić confirmed on Twitter that he had spoken with Katnić and expressed the hope that GST would keep his word and resign.

"We do not agree to any conditions, because the greatest interest of the citizens of Montenegro is at stake. No individual should stand in the way of the progress of Montenegro, and Mr. Katnić understood that", said Krivokapić.

The President of the Club of Deputies of Democratic Montenegro, Boris Bogdanović, said that the offer of resignation in exchange for the withdrawal of the reform changes to the law is a classic trade.

"Obviously, Katnić comes from some other reality where one can trade with the fate of the state or citizens, but there is no trade with the Democrats, nor has there ever been nor will there ever be. Reforms in the prosecutor's office will be implemented, and the resignation of the personification of the unprofessionalism of this body will not stop them. The judiciary of this country will not and cannot depend on Milivoj Katnić or any individual. Montenegro is building institutions that will uncompromisingly fight against all forms of corruption and crime. That is why it is necessary for Milivoje Katnić to leave immediately and unconditionally", said Bogdanović.

URA GP MP Miloš Konatar said that Katnić is not in a position nor can he blackmail anyone, especially not the MPs of that party. "His blackmail attempts best demonstrate his unprofessionalism in running SDT. We will continue with the institutional reforms that are essential for the progress of EU integration," Konatar wrote on Twitter.

Last week, the Head of the EU Delegation, Oana Kristina Popa, pointed out that for the further progress of Montenegro, it is of crucial importance that the state achieves additional results, and not to go backwards in the implementation of judicial reform.

The US Embassy in Podgorica previously told "Vijesta" that these laws could represent a backward step on the way to the EU, bearing in mind, as they stated, that the independence and responsibility of the prosecutor's office and the judiciary are key to European integration.

Critics of the proposal, including prosecutor's organizations, claim that it is a question of political revanchism, the goal of which is to suspend special prosecutors and enable political influence in the judiciary.

Živković: The goal is to protect the democratic capacity of institutions

When asked whether he sees Katnić's call to the new parliamentary majority to withdraw the laws as a political trade, the head of the DPS parliamentary club Danijel Živković said yesterday that it is not about the need to preserve anyone's functions, but to protect the democratic capacity of the institutions, which is "very painstakingly built from independence until today".

"It is obvious that there are ultimatums on the part of the ruling majority, which aim to pass the prosecutor's laws as soon as possible, in order to appoint politically suitable people outside the prosecutor's organization," he said at the press conference.
