Rada Nikčević, candidate for councilor from the list "Black on white - Može Nikšić", said that one of the key goals of that coalition is the complete reform of local self-government.
Assessing that the "known catastrophic state" of things in the Municipality of Nikšić, she clarified that this reform implies a new systematization of workplaces in the Municipality, as well as public services and companies of which she is the founder.
She pointed out that during her mandate, "Crno na bijelo" will place the highest quality and most professional staff at the head of every secretariat and company founded by the Municipality, who will have measurable results every 12 months of work.
"Also, we plan to introduce a secretariat for local communities that will work in the interest of the local population, not political parties. In the municipality, public services and companies founded by the municipality, we will introduce a system of evaluation during employment, whereby clear criteria and procedure, which will make party recruitment impossible. Another necessary step in the effort to reform local self-government involves a review of employment in the past four years, all in order to determine the real staffing needs of the municipality," explained Nikčević.
According to her, the first of the ideas in the field of implementing organizational and other changes in the work of the Municipality implies a change in the way of working of employees in local self-government and public enterprises, that is, a precise description of the jobs and work tasks of each employee.
"Two key principles that we will adhere to are the principle of transparency (openness) and the principle of responsibility (providing services and making decisions). In this regard, we will introduce the possibility of public online budgets of local government and public companies. We will also open a citizen's office and increase the number of citizens and NGO initiative. In addition, we will implement the implementation of electronic administration (e-administration), the implementation of System 48 of local administration, as well as the implementation of standards ISO 9001 in the near future," she added.
Nikčević notes that it is necessary to systematize the positions in the Parking Service, to abolish parking service charges at the Health Center, as well as to introduce the possibility of paying a monthly ticket. In addition, he points out, it is necessary to provide compensations for newborns.
"In order for Nikšić to be able to move in the direction of European development, these types of reforms are of essential importance. As a party that has been advocating for the civil, ecological and European direction of Montenegro for years, we will also advocate for these guidelines institutionally," concludes Nikčević.
