The increasingly frequent absences from the aldermen's benches obviously left a deep mark on alderman Bešović, because if he had even basic familiarity with the assembly's working materials, what the citizens elected him for and what he receives a salary from the taxpayers of Podgorica, he would have known that he was for the project of building a new wastewater treatment plant and sewage mile incineration completed financial construction, along with two feasibility studies, and the ongoing pre-qualification process, Vladan Arsović, member of the Democratic Party of Socialists (DPS) in the Assembly of the Capital City, announced today.
Arsović said that at the last session of the Assembly of the Capital City, one of the points was the Information on the activities of the Capital City on providing conditions for the construction of waste water treatment devices and the associated collector network, where councilors who are interested in the work and functioning of the city were in the opportunity to get to know all the details about this issue.
"Political and general assessments best deny the following facts, they are unquestionable. Namely, the capital signed a loan agreement with the German Development Bank KFW for the project in the amount of 35 million euros, and the biggest confirmation of the quality work and its good preparation has arrived is from the Western Balkans Investment Fund, i.e. the European Union, which allocated 10 million grants for that project, which rounded off the financial structure for the realization of that project. Thanks to this project, Montenegro became the first country in the region to receive means for the environment. Councilor Bešović, instead of demagogic platitudes and political mailers, should know that thanks to a donation from the Government of the Republic of Germany, Podgorica received two important studies conducted by the renowned German companies Fihner and Avi Plan. These studies contain conceptual solutions for systems for wastewater treatment and sludge incineration, and at the same time they represent the basis for the preparation of tender documentation," Arsović pointed out.
He added that the administration of the Capital City and the management of the Waterworks and Sewerage did the biggest part of the work by creating planning assumptions for the construction of the plant, as well as by signing the financing and grant agreement, so that the implementation of this project could begin as soon as possible.
"After signing the contract, the city administration, together with partners from KfW Bank, did a great job when it comes to the pre-qualification for the selection of the consultant that should prepare the tender documentation. Out of 12 foreign companies with the necessary references, five were selected and entered the shortlist , and when the consultant is finally chosen, he will prepare a public invitation and after that, we will, already at the beginning of next year, start announcing tenders for the design and execution of works on the wastewater treatment system, the sewage sludge treatment system and the collector network. Bešović for environmental protection, I especially emphasize the ecological aspect, because this project is directly related to the preservation of the environment in the wider area of the Capital City. This primarily refers to the protection of the underground water regime of the Zeta Plain, and thus the preservation of the existing water sources in the territory of Podgorica and reducing the risk of their pollution.The construction of the new plant will lead to the removal of septic tanks that are currently used by a large number of citizens, after which they will also be connected to the network of fecal collectors, which will have a direct impact on health and quality of life for many. At the same time, this will directly affect the reduction of water pollution of the Morača River, and by protecting the Morača and its tributaries, we will protect Lake Skadar as the largest reservoir of drinking water, as well as the Bolje Sestre water source and the future Karuč water source," Arsović said.
