The mayor of Podgorica, Ivan Vuković, consciously begins the process of fencing off the canyon of the Morača river with seven-story buildings, which permanently and irreversibly destroys an area of enormous potential (which will be realized by the imminent relocation of the Collector/WWTP), and turns the Morača river into a canal, Luka Rakčević, a member of the Civic Movement, announced today URA in the Assembly of the Capital City.
He said that Vuković is asking the Government and the relevant ministries to enable him to sell as much as 12.574 square meters of land on the banks of the Morača, in the area near the soon-to-be former "Kolektor" (PPOV), in order to build two-story buildings on that land. +P+7.
"Thus, the Capital is starting to implement its disastrous DUP "Nesselje 1. Maj – part", which was adopted by the Democratic Party of Socialists (DPS) in the Assembly of the Capital at the end of 2013, and which, on the stretch from the bridge in Vojislavljevića Street, all the way to the "Union Bridge", the planned construction of as many as seven residential and commercial buildings, with a huge gross area and storeys Po+S+P+7, while the vast majority of buildings in the background of the planned rampart are seven storeys - significantly lower storeys. land, Vuković consciously begins the process of fencing off the Morača canyon with seven-story buildings, which permanently and irreversibly destroys the area of enormous potential (which will be realized by the imminent relocation of the Collector/WWTP), and turns the Morača river into a canal. If we allow the construction of a chain of buildings and the devastation of the Morača bank, all talk about the green development of Podgorica and its "going down to the rivers" falls into the water. The area along Morača must remain - in public ownership and intended exclusively for public (sports-recreational, cultural, educational, etc.) contents," wrote Rakčević on Facebook .
He said that Podgorica has enough free space beyond Gorica, Ljubovići, Njegoševo Park and the banks of Morača, where it can be built and developed.
"How tragic this idea of Mayor Vuković is, is also shown by the fact that all the hinterland of the mentioned buildings (City quarter, Unistan 2, Master quarter, Central Point/former Duvanski, as well as the urbanized private area across the road from KCCG) has already been rebuilt and is crowded with high-density buildings , without adequate infrastructure, green areas, but also a health center, elementary school and cultural institutions, so a chain of new seven-story buildings on the only remaining free land along the coast of Morača - would be the final shot in the quality of life of the citizens who live in that insultingly concreted part of the city For this reason, we call on the Ministry of Finance and Social Welfare not to give consent to the sale of valuable land along the Morača River, and the Ministry of Ecology, Spatial Planning and Urbanism to, through amendments to the Spatial Urban Plan (PUP), foresee this and other locations along the Morača Canyon for exclusively public use. This would cancel harmful plans of a lower order, such as the aforementioned DUP by which the DPS planned the "valorization" of the coast of our largest river, while the preconditions for a healthier development of our coastal area would be created. I am also referring to the area of the Morača Barracks, which we have been fighting for for years, and which will someday become one of the most beautiful and largest parks in our city," wrote Rakčević.
He said that he understands that the capital city, due to irresponsible economic policy and huge party employment, does not have enough money for all desired projects and that those four million euros, as well as all those millions that would follow during the collection of utilities and the sale of the remaining land along Morača, helped in the process of patching budget holes.
"But the recipe for that is not the sale of valuable city property, but the rationalization of the accumulated city administration and city companies, in which there are not enough chairs for all those on the payroll, which does not affect the quality of service provided to the citizens of our city. Comparisons for the salaries of employees in local government bodies and city enterprises, we spent 2015 euros annually at the beginning of 21.568.287. At the end of 2020, those annual costs (only for salaries) increased to as much as 26.246.349 euros. Therefore, instead of increasing current spending and because in just five years we have increased the annual expenditure on wages by almost 5 million euros, which is why the capital has to sell its most valuable resources, it is high time to make a fundamental turn and start leading a more responsible policy," he concluded. is Rakčević.
