Although the competence in this area is clearly defined by the Constitution, Brajović adds, the realization of the election of the country's new highest diplomatic representatives and their recall, in the current conditions of cohabitation, does not proceed without complications and attempts to circumvent the procedures required by the Constitution of Montenegro, the Law on Foreign Affairs and good practice. consultations of the highest power holders created during the 15 years after the restoration of independence.
"Despite the clearly defined procedure, some diplomatic and consular missions were instructed to request the agreement of the host country for ambassador candidates, without the prior consent of the President of Montenegro. Such moves have the consequence of not only damaging the reputation of the country, but also bringing other countries and their Bearing in mind the above, as well as the fact that the constitutional competence of the President of the country is not only to appoint and recall ambassadors, but also to represent Montenegro in the country and abroad, we are obliged to inform potential host countries, as well as the public that the President supported the Government's proposals for ambassadors in Italy, Kosovo, Germany, Poland and the United Kingdom and heads of missions to the Council of Europe and the United Nations," says Brajović.
She said that Đukanović refused, or has not yet made a final decision according to the Government's proposals for ambassadors to Albania, Bosnia and Herzegovina, Croatia, China, Hungary, the USA, Slovenia, Serbia, the Holy See, Spain, the United Arab Emirates and the European Union. .
"According to the information provided to the media by the Ministry of Foreign Affairs, the Government of Montenegro adopted proposals for 12 ambassadors. By proposing candidates for ambassadors who were not approved by the President of Montenegro, the Government, although it knows that the President will not issue a decree for their appointment, nor issue them a letter of credit the letter, without which I cannot even have the title of ambassador extraordinary and plenipotentiary, knowingly circumvents procedures at the national level, violates good practice, disrupts cohabitation and degrades the country's international reputation."
This kind of behavior, Brajović points out, is an internal matter and problem of Montenegro, but when the Government turns to a sovereign country and requests an agreement for a candidate that it knows does not have the support of the President, then such behavior is misleading that partner country and its administration, and knowingly playing trust.
"All in all, we are talking, we repeat, about the complete collapse of Montenegro's reputation, and about frivolous and unacceptable behavior. The President of Montenegro will not participate in this," said the advisor to the President of the State for foreign policy.
"If this unacceptable practice continues, the public, domestic and international, will in the future be informed of any agreement reached between the President - the Government and the Assembly regarding diplomatic representation in each specific country, without specifying the name of the candidate, whose protection is ordered good diplomatic practice," concluded Brajović.
