The Assembly of the Capital City of Cetinje today adopted conclusions calling, among other things, for the calming of tensions, ahead of the enthronement of Metropolitan Joaniki.
The Proposal of Conclusions to the Assembly of the Capital on the implementation of activities to preserve civil peace was sent to the Assembly of the Capital by the Municipal Committee of the Social Democratic Party of Cetinje
The councilors of the DPS-SD coalition, the Social Democratic Party and the URA Civic Movement voted for the proposed conclusions. The members of Democratic Montenegro did not agree with the proposed conclusions.
At the session of the local parliament, it was assessed that the enthronement of Joaniki was a high-risk event.
As reported by RTV Cetinje, the councilors called on the authorities to contribute to the safety of the citizens of Prijestonica and the Serbian Orthodox Church to revise the decision and organize the enthronement in another city.
Also, the Assembly of the Capital City of Cetinje, in order to preserve the peace, called on the Police Directorate to declare the meeting high-risk and to prohibit its holding.
The proposer of the conclusions on the implementation of activities to preserve civil peace, SDP councilor Nikola Đurašković, in his introductory speech, said that it is the duty of the councilors to contribute to the preservation of peace and tranquility of the citizens of Prijestonica by adopting the conclusions.
He called on the organizers of the enthronement of Metropolitan Joaniki of the Serbian Orthodox Church in the Cetinje monastery to hold the ceremony somewhere else.
The Mayor of the Capital City of Cetinje, Aleksandar Kašćelan, said that due to the overall situation, he is obliged to repeat that the priority is to preserve peace.
"We are witnessing a narrative that manipulates the feelings of citizens, which is especially evident in connection with the enthronement of the metropolitan, which is given state importance on the one hand, and on the other hand offends the feelings of citizens," Kašćelan said.
He reminded that the security situation in Cetinje is very complex and said that his position and that of the local administration is that the act of enthronement should take place outside Cetinje.
Kašćelan called for a responsible attitude and respect for the Constitution, and Joaniki called on the faithful to calm tensions.
Member of the Democratic Party of Socialists Borislav Pravilović said that the party supports the position that the enthronement should take place outside Cetinje.
Councilor of the Civil Movement URA Slavko Janković asked that the Assembly send a clear Cetinje message, which the DPS did not send, and emphasized that they have done everything so far to destroy the Montenegrin Orthodox Church.
Milo Đukanović, as he added, gave the Njegoš award to Matija Bećković, which was a great humiliation for the city. Janković asked that the proposed conclusions be adopted and that conflict be avoided.
The member of the Democratic Party, Danilo Mrvaljević, said that there is no greater interest than preserving peace. He emphasized that the proposals are contrary to the Constitution of Montenegro. "Today, the capital does not decide where Joanikije will be enthroned. Respecting the Constitution, we respect Montenegro", said Mrvaljević and called for the calming of tensions.
The President of the Assembly of the Capital City of Cetinje, Dejana Dizdar, publicly called on the representatives of the state authorities to implement their constitutional powers and added that everything that is within the competence of the local administration has been done at the local level.
