The Parliamentary Constitutional Committee adopted the Proposal for the initiation of proceedings to determine whether the President of Montenegro, Milo Đukanović, violated the Constitution.
Members from the Democratic Party of Socialists (DPS) and the Liberal Liberal Party (LP) were against it.
The proposal was submitted by the Socialist People's Party (SNP).
Dragan Ivanović (SNP), explaining the proposal, said that the president appeared in Cetinje, on the eve of the coronation of Metropolitan Joaniki, which was held on September 5 in Cetinje, which gave a reason for a large number of citizens to come there.
He believes that this has compounded the problem and if the president or his adviser is directing these activities, it has caused fear that something will happen there that would not be good for all citizens.
"At one point, the Metropolitanate of Montenegro and the Littoral, realizing the situation, asked the faithful not to come to the enthronement because that would only complicate the situation. It was to be expected that the president would give up coming to Cetinje and let the religious community perform the enthronement... It's good that the faithful of the MCP understood the situation and responded to the metropolitan's call not to come," Ivanović said.
He added that it would be good if the proposal was brought before the Constitutional Court and that he would assess whether the president had violated the Constitution.
"We think it is. We expect that this initiative will receive the support of the Board, and then the plenum," Ivanovic said.
Vladimir Martinović, deputy of Democratic Montenegro, said that Đukanović violated the Constitution and that he and his security advisor Veselin Veljović did everything to create chaos.
"It is not normal for the president's advisor to be the one who attacks the police," said Martinović.
He added that the "failed putschists" showed impotence, but that does not mean that those responsible for inciting unrest should not be held accountable.
"They call for the separation of church and state, and the church assembled them"
Predrag Sekulić (DPS) said that the motives of the proponent are purely political. He said that the constituents of the government have nothing in common except hatred towards DPS and Đukanović.
"I am surprised that they are now referring to the separation of church and state, and the church has put them together," Sekulić said.
He added that the Cetinje Monastery was historically not a place for enthronement, but an instruction came from the "Serbian Orthodox Church".
He said that the responsibility is not being transferred to Đukanović, but is solely the responsibility of the Government and the SPC.
He asked what would be controversial if the enthronement took place in the temple in Podgorica.
"The government that was created under the Ostroski beams must act according to the instructions from Belgrade," Sekulić said.
The president of the Constitutional Committee, Simonida Kordić, clarified that the term "Serbian Orthodox Church", used by Sekulić, is political because he wants to indicate that it is the church of only one state, which is not true.
Sekulić replied that it was the church that cursed the people of Montenegro.
Radulović: Đukanović is our shame and shame

"Montenegro's biggest burden is the criminal past of Đukanović. I hated the Greater Serbian nationalism used by Đukanović before, and now I hate the Ustašeism of certain people that he uses," stated Radulović.
He says that Djukanovic is most responsible for the murder of Dusko Jovanovic.
He said that Vesna Medenica will also be responsible for that "because she was asleep".
"From what she slept, she never woke up, in a figurative sense," said Radulović.
He added that Đukanović "is a shame and a shame for us".
"What are the best media writing about him? I am ashamed that he is the president," said Radulović.
He believes that the proposal, which he supports, should have been one big book of "sins".
Danijel Živković (DPS) reacted procedurally and said that he understands "emotions and frustrations" when talking about Đukanović, but that one should take care of the qualifications that are presented.
Kordić replied that the style of speech is up to the MP, and the Rules of Procedure prohibit cursing and insults. "I did not notice that type of speech in the speech of MP Radulović".
Radulović told Živković that he had not offended him in any way and that he should no longer talk about him like that, and if he had any problems, he should file a lawsuit.
"Don't do this again. Who am I frustrated by? I'm frustrated because I don't know if we're waiting for a black hole or an angel. And I despise Đukanović," said Radulović.
Živković replied that he did not offend anyone and that he is careful how he speaks and what he says.
"The deputy said that Đukanović is the most responsible for the death of Duško Jovanović. That at least deserves a warning," Živković believes.
To that, Radulović said "lawsuit".
Popović: I don't belong to DPS, they belong to us since 1998.
Andrija Popović (Liberal Party) said that the proposal is a "fake" and that there is no constitutional court that will accept it.
He said that the Serbian Orthodox Church (SPC) is to blame for the events in Cetinje, calling the views of Metropolitan Joaniki of Montenegro "fascist".
He said that he had never swallowed tear gas like in Cetinje in his life, and that his colleague from LP was hit by four rubber bullets.
He said that as far as the Constitutional Court is concerned, the initiative of the opposition since the end of last year has not yet been considered.
"You can think in how many years this will not be on the agenda," Popović said.
He called for the initiative to be withdrawn because "it will not even reach the Constitutional Court and it only damages the reputation of Montenegro".
Kordić warned Popović to listen to his proposal from the beginning and to take care of the qualifications he presents.
Martinović reacted procedurally and said that it was not appropriate to call a metropolitan a fascist.
Popović replied that he does not belong to DPS "but DPS belongs to us since 1998".
"Maybe it's not the happiest statement 'fascist attitudes of the metropolitan', I don't know what else to call it. I apologize if the term is too harsh," Popović said.

Milun Zogović (DF) said that he supports the initiative and that Đukanović accepted that he is not the president of all citizens "which he never was".

"I expect the Constitutional Court to accept the initiative that will result in the dismissal of Đukanović," said Zogović.
Popović reacted to Zogović's statement that the LP is an "extreme radical right".
"You deservedly got revenge on us for what happened in 2015. I can't believe that you put the LP, which is the left, in the basket with the DF, which amused Europe about misery," Popović said.
Zogović replied that he said that DPS classified itself in the space of the "extreme radical right", together with LP, "NGO CPC and Komitski pokreta" and that DF does not belong there.

Jovanka Laličic (DPS) said that the initiative was spent and overcome.

Kordić said that Đukanović did not save Montenegro from the bombing, recalling the victims in Murin.

Suada Zoronjić (URA) said that she believes that the president of Montenegro is the president of all citizens and sees no problem why the enthronement should not take place in Cetinje.

Vesna Pavićević (DPS) said that in the absence of ideas on what to offer the citizens, they resorted to "scheming".
