In the press release he signed, as reported by the PR Center, he said that a year ago Montenegro was faced with a challenge: to remain at the door of Europe, trapped in the system of rule of an unchanged government in the cohabitation of the brotherhood of pro-communist ideology and Sicilian pragmatism, or to finally change the government adopt an important standard on the way to joining European states and nations.
"Montenegro chose changes despite all the risks. In the year behind us, after the fall of the long-lasting regime, and consequently, among other things, due to the sudden thawing of the frozen past, the system experienced a sudden organizational decline, showing that the state of society was incomparably more difficult than what was thought to be the case according to popular opinion. , said Kalac.
According to him, now, from this distance of time, it became clear that the system of the previous government could not be maintained, primarily due to, as he stated, the broken legal system.
"Precisely this fact, in somehow freed and politically changed conditions, determines the character of the crisis and the new government, for the reason that the legal system, so destroyed, cannot be recovered in such a short time, especially not in the difficult conditions produced by the thawing of the old nationalist and large state projects", said Kalač.
He believes that the SPP in Montenegro in the past period, and especially in the last parliamentary elections, as a member of the "Black on White" coalition, made a significant contribution to the expected changes, "thereby also unpacking the closed long-term system, with which society finally faced itself, with all the sediments and legacies of extreme nationalism and chauvinism, but at the same time a real chance for healing".
"The electoral reset of the political system brought numerous challenges from the point of view of the position of the Bosniak people in Montenegro. Bosniaks were significantly represented in the previous government, according to the number of ministers, with almost thirty percent, but at the same time in the emigrant wave they were represented with ninety-nine percent," said Kalač.
He said that the European accession in the case of the Bosniak issue in Montenegro was on its way to being resolved in its entirety - "that the Bosniaks literally all move to the countries of Western Europe".
"The Bosniak issue in Montenegro, in relation to before and after the change of government, is today considered a central issue. Like it was optional, in terms of whether the changes had an alternative. Bosniaks were in the political and statistical focus both for the old and for the new government," said Kalač.
He assessed that the old government, with a larger number of Bosniak ministers in the last mandate of the government, sent a message to the Serbs that they should join the ruling DPS, "and 'liberate' the positions occupied by the 'Turks', and the new government, by leaving out Bosniaks in ministerial positions, the same it sends a message to the Serbs that it took revenge on the 'Turks' for holding the DPS government without Serbs in power".
"The 'Black on White' coalition extended the civil concept in the election process, with the promise that in the event of victory by the forces that want a change of government, they will go for a new transitional government concept, which is an 'expert' government," said Kalač.
He pointed out that before and after the elections, and until today, without disputing the "expert" concept, the coalition partner and the general public drew attention to the importance of strengthening the rule of law, which must primarily be based on respecting and reviving the letter and spirit of the Constitution. Montenegro.
"The constitutional principle of 'proportional representation', which refers to the executive power, is not in conflict with the concept of 'expert' government, but the current government did not revive it and thus significantly contributed to the promise of post-election improvement of the rule of law," said Kalač.
He reminded that the SPP warned the current Prime Minister Krivokapić and Deputy Prime Minister Abazović about this fact in public addresses, as the leader of the "Black on White" political platform.
"It is obvious that both in the new government and in the old government, the 'civic concept' of Montenegro was misread, especially considering the constitution as the fundamental legal act of Montenegro. The Constitution of Montenegro defines the state of Montenegro as a civil state with clear principles in the area of minority rights, and as such legally and politically gives a precisely clear definition of a civil state, in contrast to the understanding of its interpreters both in the previous and in the new government", stressed Kalač.
He believes that the government had to change, primarily due to European integration, but also due to the termination of the unsustainable Sicilian practice, "and that issue, it seems, was resolved even before the election day".
"The Bosniak issue in Montenegro is a hot issue for both the old and the new government, as it is constantly in the focus of political actors in the region. The previous government systematically displaced Bosniaks, from the 'perfect crime' of Bukovica in Pljevlja in 1992-1993, to the silent but well-planned, mass displacement of 4.500 Bjelopoljes in 2015, and this new one, through legal solutions, is trying to deprive the already displaced of their right and ability to ever return to their country," Kalac said.
