After collecting almost 2,4 million euros from Porto Montenegro on behalf of utilities for the Boka Place business-residential complex being built in that nautical-tourist center, the city leaders of Tivat took care of all the financial problems that plagued Tivat in the past year.
As heard at the press conference in the Municipality, a total of 14.798.226 euros or 87,33 percent of the total planned receipts of the city treasury for the entire year 2021 in the amount of 16.945.200 euros have been poured into the budget of Tivat since the beginning of the year.
For this reason, the budget will be rebalanced and its increase to the level of slightly over 20 million euros, but it is uncertain whether it will be fully implemented due to the current political situation and the parliamentary crisis in Tivat.
Namely, at the beginning of the month, after the decision of its Presidency, the SDP officially withheld the support that one of that party's councilors in the Municipal Council of Tivat gave to the current minority government of the civic lists Narod Pobjeđuja, Bokeški Forum and "Goran Božović - honorable and responsible for a better Tivat".
Because of this, the government, which has 16 councilors, was left without a supermajority in the local, 32-member parliament.
The SDP announced that it will not participate in the work of the parliament until further notice, which was immediately used by the opposition DPS, SD and HGI to leave the parliament without a quorum by the non-appearance of their 15 councilors at the SO session scheduled for September 13, together with the SDP.
A new attempt to hold a session of the SO with an almost identical agenda that was planned for September 13, SO President Andrija Petković (BF) scheduled for Friday, October 1.
In the meantime, the current executive power of the mayor Željko Komnenović (NP), with the collection of utilities for Boka Place of around 2,4 million euros, has brought to an end the efforts that he has invested in the past less than a year that he has been at the head of the Municipality to stabilize the bad financial situation state of Tivat.
"From the deficit of four million euros that we found in the budget when I assumed the position of President of the Municipality on October 16 last year, today we are in the position that the Municipality of Tivat has a total of just over 4,2 million euros of fresh money in its accounts, that we have returned all the multimillion-dollar short-term debts that the former DPS-SD-HGI government left us as an inheritance and that we literally saved Tivat from bankruptcy with the savings and rationalization measures of local administration that we implemented in the past months and put Tivat in a position to once again be one of the most successful local governments in Montenegro," Komnenović enumerated, adding that it is now up to "political decision-makers" to respond adequately to such results and citizens' expectations, in a situation where the SDP and the opposition can block the work of the local parliament with their boycott.
Director of the Directorate for Investments of the Municipality of Tivat, Budimir Cupara, said that by the end of the year, all the projects planned by the city's current management over the past months while working on stabilizing the city's finances will certainly be realized or started, but that, if the budget rebalancing is adopted, they could be launched and many other projects worth millions to improve local infrastructure and public facilities.
"According to the current budget, by the end of the year we will implement projects with a total value of over two million euros. Of that, the MR 2 access road for Luštica Bay worth 1,15 million is already being built, the final phase of the construction of the street in Cacovo will start soon, worth 300.000 euros, we have continued 115.000 EUR worth of work on the first phase of the lungo mare promenade in Belana, and from October 20 we will continue work on the undisputed part of the route of about 100 meters on the first phase of the coastal promenade in Krašići. will be finished in mid-November, and we have also completed 44.000 euros worth of street paving in several parts of the city, while by the end of the year, another 70.000 euros will be spent on these works in some other settlements," Cupara pointed out.
He thanked the SDP and its councilor, Aleksandar Đurović, for "the support so far, without which the enviable results of the new city administration would not have been possible".
"The SDP contributed to what we were happy to announce to our citizens today. With their support, they helped to stabilize the budget, and now we need that support to rebalance the budget. I call on Aleksandar Đurović to be wise and responsible towards the citizens of Tivat, and to OO The SDP Tivat took responsibility for the decision of the headquarters of its party I to continue supporting the local government of Tivat. It is not a shame to withdraw the decision, especially before the SDP Tivat stood up for the defense of the city's interests in the campaign, and in the example of the utility bill from Porto Montenegro, we see that they the current local government really knew how to defend". said Cupara.
He called on Đurović to "consult with the top of his party and make the right decision in favor of the citizens of Tivat".
The Secretary for Finance of the Municipality, Jovan Brinić (NP), pointed out the paradoxical situation that Tivat, which came out of the financial crisis and managed to pay back millions of debts, now has enough money to develop stably, but due to politics, it could end up in a situation where the money cannot be used.
"We are going right now with the rebalancing and increase of the budget for 2021, but we are already in the period when the draft budget for the next year is being prepared. Due to the blockade of the work of the local parliament, we are already in a situation where various administrative obligations are piling up as if they were not resolved. by law, the Municipality has to finish, and we may end up in a situation where, due to the boycott of the opposition and the SDP, we do not adopt either the rebalance or the budget for 2021. Therefore, from January, the Municipality could be in a position to have money in its accounts, but that it cannot be spent in the best interest of all citizens, because the budget has not been passed, so a decision on temporary financing must be resorted to, which is much more restrictive and less favorable for all users of budget funds," emphasized Brinić
