Budget for pre-election purposes, final accounts faked

The previous local administration in Nikšić planned the budget for this year in accordance with pre-election activities, so there are items that were not there or were not implemented in previous years, such as compensation for newborns, solving housing issues for persons in a state of social need, subsidies for milk, women entrepreneurship, renovation of facades, and for these purposes 571.000 euros were paid from the local budget.

He said this at the session of the Nikšić Municipal Assembly Zoran Šoškić, acting secretary of the Secretariat for Finance, Development and Entrepreneurship.

As he pointed out, payments for social benefits amounted to 300 euros a few days before the elections, asphalting was done according to the party's key, and the final accounts were faked.

According to him, the previous local administration spent 3,2 million in the first four months of this year "even in an illegal way", for which he will file criminal charges.

As Šoškić said, he does not know whether such action of the local administration was an "evil intention" to leave the new government with as little money as possible in the account, but he is sure that it was not in the interest of the citizens to spend budget funds in this way.

"The previous government was faking the final accounts all this time. Thus, she stated that on the accounts of commercial banks on 31.12. In 2020, she had 4,7 million, and she should have declared 3,7 million, because she did not pay her obligations from that year in the amount of a little over a million euros, but wrote them on the last day of the year, and paid them at the beginning of the next," said Šoškić. .

According to him, the expenses for ongoing maintenance are 992.000 euros and are higher by over 579.000 compared to the same period last year. Expenditures for current maintenance for public infrastructure amounted to 30 on June 976.000 of this year, which is more than 570.000 more than on the same day last year.

"If only the first four months of this year, at the time of the local elections in Nikšić, and the same period last year are taken as the observed period, it is not difficult to conclude that the outgoing government used those funds for its pre-election activities. The outgoing government, unlike in previous years, tried to maintain communal order at a higher level for the first time through the Municipal Enterprise and the Waterworks, so it invested very large amounts of money," Šoškić said. According to him, Vodovod performed works worth 919.000 euros in the first four months of this year, which is 549.000 more than in the same period last year. Transfers to institutions, NGOs and individuals for the first six months of this year were 542.000 euros higher than in the same period last year.

"For high-rise and low-rise investment buildings, a little over one million euros were spent in the first six months, which is 584 more than in the observed period last year, and all were spent in the first four months of the current year. It should be pointed out that these investment activities also served exclusively for pre-election purposes", pointed out Šoškić.

According to him, there are streets that are privately owned and paved without prior expropriation, so on the basis of lawsuits for these purposes, 272.000 euros have been paid out of the budget so far, and 12 cases are currently active in which the plaintiffs claim compensation from the Municipality. 186.000.

He also said that the Equalization Fund does not reflect the real state of affairs because on November 11 of last year the then President of the Municipality Dragan Perovic took out a loan of over 800 thousand euros, although there was no need for it because at that time there were 1,9 million euros in the account and three million deposited funds at Prva banka with minimal interest, but that the goal was only a fictitious increase in the account balance on 31. December.

Boris Muratovic, president of the Club of Councilors of the European Team for Nikšić coalition, said that the economy is a living matter and that it is not possible to "compare data month by month", but that other internal and external factors that regulate the economy within the country and on the global level must also be included. level.

He also said that everything the previous local government did, it was done with the aim of improving the lives of fellow citizens, and not to win or lose the elections, as well as that it is a legitimate practice for the new president to introduce some news for the benefit of the citizens.

Member of DPS, Rajko Perovic he said that not everything is as black as Šoškić presented, that the previous local administration, together with the Government, did a lot for the city and mentioned the improvement of the Square, the construction of the bypass, the collector, and that there were no subsidies for milk, that he did not know whether so that "farmers could survive".

He called on the police and the prosecutor's office to investigate all allegations and prosecute individuals found to have worked illegally.

"Whoever took one dinar, the prosecutor's office was obliged until now, and the police, to react. If every annual report is faked, you know what comes next. If anyone has fallen foul of the law, here you go, gentlemen. It is abnormal for me to defend someone if they are guilty. I do not accept that any individual broke the law because the DPS told him to. I have never in my life heard that someone was told to work outside the law at the meetings of the municipal and main committees. I will not have one percent of understanding for any man who breaks the law, no matter what party he comes from. The party has nothing to do with it," said Perović.
