Next Sunday, the Montenegrin Parliament will mark 115 years since the introduction of parliamentarism in Montenegro, at a special session in the Government House in Cetinje.
Parliamentarianism Day in Montenegro is celebrated on October 31, the day when the first National Assembly in Montenegro was constituted in 1906 in Cetinje.
With the Constitution for the Principality of Montenegro from 1905, the form of government was replaced by a constitutional parliamentary system.
It was then established that the principality of Montenegro is a hereditary and constitutional monarchy, the national representation is the National Assembly, which replaces the previous national assemblies, meetings and councils in Montenegro.
The Constitution of the time determined that the National Assembly consists of representatives freely elected by the people and those who come by position.
They are the Metropolitan of Montenegro and the Littoral, the Archbishop of Bar and Primate of Serbia, the Mufti of Montenegro, the President and members of the State Council, the President of the Great Court, the President of the Main State Control and three brigadiers appointed by Prince Gospodar.
In accordance with the Constitution for the Principality of Montenegro, on July 7, 1906, the Law on Elections of People's Deputies was passed, according to which the elections were held on September 27.
On October 31st, the first Montenegrin National Assembly was constituted in Cetinje in Zetski dom, so that is the day of the beginning of parliamentarism in Montenegro.
A special session of the Parliament of Montenegro, dedicated to this anniversary, will be held on October 28 in Cetinje.
