Marović will have 380 years to repay the debt: They are deducting from his pension

The former official of the Democratic Party of Socialists, Svetozar Marović, should pay the debt based on a court fine of around one million euros in 380 years, because his repayment is scheduled in 4.600 installments.

This is shown by the data of the Pension and Disability Insurance Fund (PIO), which "Vijesti" had access to.

The legally convicted head of the Budva criminal group received a fine of 1.096.481 euros, deducting 500,73 euros from his pension.

Given that, according to the Law on Enforcement and Security, enforcement on earnings and pensions can be determined and implemented up to the amount of one half of those incomes, 240,31 euros will be deducted from Marović's pension.

According to the PIO Fund, Marović's right to an early old-age pension was recognized at the end of March 2017.

"The procedure for exercising the right to an early old-age pension was initiated by the request of April 28, 2017, applying the Agreement with the State of Serbia," stated the Fund's decision.

In February, the Municipality of Budva took over a hectare of land in the hinterland of Jaz beach, owned by Marović's son Miloš, for 225.000 euros, which compensated part of his father's fine. Miloš, who has been a free man since September 17 last year and a warrant was withdrawn for him after his sentence expired in Montenegro, guaranteed the country that his father would pay the court sentence

According to reports, Marović's pensionable service was set at 29 years, 11 months and three days.

"The most favorable personal coefficient was established in accordance with the Law on PIO, and for the period from 1971 to 2016, it is 2.67957," the decision reads.

AGREEMENT

Almost four full years have passed since the escaped and legally convicted man from Budva had to pay more than a million euros into the treasury of the Municipality of Budva on the basis of a court sentence.

However, to date, the local administration has managed to collect 225 thousand euros, which is the equivalent of the land it took over from his son Miloš in Mrčevo polje, 12.000 from the sale of a small plot that the elder Marović owned, as well as about 10.000 euros from the blocking of the pension of the former political director of DPS.

Namely, October 10, 2017 was the deadline by which, during the sentencing in the Podgorica High Court, and after reaching an agreement to plead guilty before the Special State Prosecutor's Office headed by Milivoje Katnić, Marović undertook to compensate damages of around one million euros. ..

The sale of property, plots of land in Jaz and Krimovica owned by the elder Marović, was postponed again at the end of last week, and the public executor scheduled a second hearing for November 18.

This was confirmed by the "News" in the Municipality of Budva, which for two years has not been able to sell the property that the convict pledged as a guarantee that he will pay the damages...

According to his own admission, he and the criminal group he organized damaged the local budget by tens of millions of euros.

Nevertheless, Marović's defense attorneys dispute from the beginning that the property that Marović did not guarantee in the agreement was also for sale, but they also dispute that 240 euros are "deducted" from the pension every month. They claim that this is not part of the agreement with the prosecution either.

Less than 800 thousand euros remained to be settled from the million fine, but the remaining part of the property is worth many times less, because the first hearing, which was also postponed on several occasions, brought the Municipality only 12 thousand euros, which is the amount of the smaller plot sold in March.

At the second hearing, a piece of land of 1.013 square meters on the Jaz, on which Marović was registered as a co-beneficiary, was supposed to be sold for 73.819,20 euros, as well as a plot of 589 square meters on the Jaz for 40.994 euros, on which Marović was registered as the owner of half .

The drum should have included three plots of land, a forest in Krimovica for 15.852 euros, of which Marović owns a quarter.

ARREST

Svetozar Marović was arrested in December 2015, only to be released from Spuša prison the following May after pleading guilty and concluding an agreement verified by the High Court.

After that, he went to Belgrade, since when "every trace of him is lost", because the Serbian state institutions allegedly cannot find Marović, for whom Montenegro issued a warrant.

At the end of last year, the government renewed the request for the extradition of the elder Marović and sent it to Serbia.

However, in the meantime, the first of the sentences imposed on him expired. It is a one-year prison sentence to which he was sentenced because he did not repay the debt.

At the end of 2026, the statute of limitations for the "main" sentence for Marović - imprisonment of three years and nine months - will begin.

The former president of the former State Union of Serbia and Montenegro recently gave an interview again from Belgrade to a television station in Podgorica.

Tsarević to take over the land on behalf of the Municipality

In November of last year, the Assembly of the Municipality of Budva authorized Mayor Marko Carevica to take over the real estate at half the price on behalf of the city, if there are no interested parties at the second hearing for the sale of Marović's property.

The Municipal Assembly did a similar thing in the case of Miloš Marović, when Tsarević also, since there were no interested parties, took over a hectare of land at the second hearing for 225 thousand euros, which was half the price.

The authorization was given to the president because if there were no interested parties at the second hearing for the purchase, then at the third hearing, Marović would pay the entire fine with that property, which would cause the Municipality to suffer multiple damages.

Gina's villa is still waiting for sale

The government gave consent to the Ministry of Finance and Social Welfare to sell the villa of Đorđina Marović, which the state had previously confiscated from Marović's wife, after it was proven that it was built with money obtained from crime.

Milojko Spajić's Department submitted to the Government a proposal for granting consent for the sale of that immovable property to the Government at the beginning of June.

The house of the wife of the former high-ranking official of the Democratic Party of Socialists and the former president of the State Union of Serbia and Montenegro was definitively confiscated at the end of May 2019.

"Vijesti" could not get an answer from the previous Government Duško Marković, but also from the Property Administration, for more than a year about what they will do with the luxury property in Budva's Babin Do neighborhood.

At the end of May 2019, the state was officially registered in the cadastral records of the Real Estate Administration as the owner of the villa. This was done after the judgment of the Podgorica High Court became final, by which the property of the wife of a former high-ranking official of the DPS was confiscated because it was acquired through crime. That verdict was confirmed by the Court of Appeal.
