In the Montenegrin Parliament, the Assembly of Citizens is being held today on the topic of corruption in healthcare and the public sector.
The Parliament of Montenegro announced that it is the first time in the history of the European Union (EU) that the parliament of a country that is not yet a member of the EU is testing such a model of citizen participation in the decision-making and policy-making process.
"The topic of the session is corruption in healthcare and the public sector. The views and recommendations of the public on this issue will be announced by the representatives of the group of citizens, who will arrive at the recommendations using a special methodology, through a previously conducted panel of citizens," says the announcement.
It is explained that the Citizens' Assembly is an innovative instrument for citizens' participation in the decision-making and policy-making process.
Montenegro is, as stated, the first country outside the EU that will directly involve citizens in its work in this way.
It is stated that Montenegrin MPs, representatives of the European Parliament (EP), citizens, non-governmental organizations participating in the project and foreign experts in the field of deliberative democracy will participate in the session.
The session will be opened by the President of the Assembly Aleksa Bešić and Vladimir Bilčik from the EP.
