Today, the Parliamentary Administrative Committee received a request to lift the immunity of Minister Olivera Injac, announced the president and deputy of the Social Democratic Party (SDP) Raško Konjević.
Injac responded to today's call by the Committee for a Control Hearing on the topic - gathering information about possible abuses during the competition for cadets to go to military academies abroad.
Konjević, explaining the proposal for the Injac hearing, asked the Minister of Defense to at least respect the Parliament and the Committee, after Prime Minister Zdravko Krivokapić and Interior Minister Sergej Sekulović did not respond to the invitation to the hearing, adding that he had asked her for certain documentation earlier, but that he didn't get it.
Konjević told Minister Injac that he did not have the authority to determine the omissions in the procedures of the Appeals Commission that annulled the competition, which, as he said, it did by addressing the Ministry of Public Administration.
He asked to be explained to him which decision is in force today regarding the selection of candidates.
"Given the actions of the competent courts and the commission you dismissed," Konjević said.
Due to circumstances, today we received a request to lift immunity for you, said Konjević to Minister Injac.
It's the least funny to me, maybe it is to you, he said to the minister, and she replied that she found the way he read funny.
Konjević replied that she had a problem with reading documents from both the court and the commission.

After Knežević warned them, Injac said that there was no need to do that "because it's nice for us".
"You see how nice we are, I respect you and come with a smile," she said.
Knežević replied that he was glad that at least someone in the government was happy.
After Konjević continued with his reasoning, she told him that he would replace the ASK, and when Knežević warned them again, she said that Konjević was inspiring to her.
"We differ in many ways so that I would be an inspiration to you," Konjević told her, and she replied that she was glad about that.
Konjević accused Injac of trading influence and not sending the son of special prosecutor Lidija Mitrović to school.
Minister Injac said that she doesn't know what the scientific name is when someone reads ads up to a certain point and then stops.
She said that someone is using force to shamelessly try to set up an affair and present her as a criminal, that things were deliberately constructed in the public and by some politicians.
She said that she would answer all the questions and that what Konjević said was not true.
"We differ in that you immediately make a conclusion, and then try to establish the factual situation," Injac told Konjević.
Injac said that she made a comparative analysis of the actions from 2016 to 2020 and that, according to the request on Free Access to Information, she will submit it to all MPs who request it. She added that she will explain everything to the deputies and citizens who pay them.
The minister explains how the candidates were scored, and that Marko Mitrović had fewer points than the two first-ranked candidates.
She said that the story about incomplete documentation was not founded.
She read a letter from the director of the Podgorica Gymnasium, in which it is written that Mitrović asked for the early issuance of his diploma and that his results were not verified at the time.
Minister Injac read a letter from the Danilovgrad High School in which she was informed that the second-ranked candidate, Mina Iković, was a student of the generation and that she received her diploma after the results were verified.
She said that it is not true that worse candidates were sent to the training, but those who were the best.
Injac said that she would ask the Administrative Inspection to come and call the Agency for the Prevention of Corruption, then she read a letter from the Greek Military Academy from last year - a notification that one candidate was incompetent.
She said that then, after reviewing the documentation, she found that after an examination at the Health Center in Danilovgrad, the Ministry of Defense informed that he was not fit for that academy.
"I invite you, especially individual members of the Board, to contact us for this documentation, it will be our pleasure to show you which candidates went to the military academies," she said.
She called on the competent institutions to contact the MoD, and that all young people who believe that they were discriminated against in previous years should contact Konjević.
She said that after the show Purely, young people who were discriminated against on various grounds - and for scholarships and education - turn to her.
"And if not to you, because you may not have time, then let them send an email to the Ministry of Defense," she said.
She said that she had heard that civil servants and employees suffered enormous pressure in order for someone's son to go to school.
Konjević told Minister Injac that he did not mention the names of any children who participated in the ad and that he congratulated them all, stating that they were not the subject of discussion, but her actions.
"You said several times to contact you, I contacted you and nothing," Konjević said to the minister.
She told him to be patient, adding that she "runs a lot."
Konjević clarified that there is nothing to be patient, because according to the laws, she is obliged to respond in 15 days.
Injac replied that he is also obliged by law to tell the truth - "nothing".
"You are not telling the truth," Konjević told her.

Knežević warned them, and then he said to Minister Injac - "Please don't put me in a situation where I have to defend Rasko from you", said Knežević, and she replied - "let's try".
After Konjević told her that he does not respect the Court's decisions, Injac answered him - "So the court is more important than the law?".
Konjević told her "Dear Minister Injac, you are a doctor of science", and then she answered him - "And you are a doctor of manipulation".
Further discussion was interrupted by Knežević.
"Minister Injac, some members of the Ministry of Defense have already addressed me, and I invite everyone, not only me, but to address the members of this Committee. It was those whom you discriminated against who addressed me and asked to open this debate," he said. is Konjevic.
He repeated that Injac was trading influence because she knew that the candidate's mother was the prosecutor who was handling the case against her.
After Konjević said that it was not the first time that she was suspected of violating the law, she told him that she would present what he did when he was a minister.
"I encourage you to do it. Say everything, but please don't interrupt me by throwing things, because throwing things shouldn't be the manner of a lady," Konjević said.
After Konjević's repeated statements that she was not a politician, Injac replied that she was not, and that she did not know if she would be, but she told him that because of this case, the entire ministry had been dealing with it for three months.
She told Knežević to apologize in advance if they do not have time to answer the Board, because they are dealing with the case of selecting candidates for education.
She also explained how the complaint was unfounded.
"The appeals commission made its decision before the statement of the Ministry of Defense," she said.
She explained that they were asked to submit the statement within 48 hours, and that the MoD delivered it to them in 24 hours, but the decision had already been made.
"Please, do you think I was involved in such things as trading in influence... You are probably in private, business, political relations with the Mitrović family, so ask them where they went," she said to Konjević.
She pointed out that the previous minister announced a competition for two candidates, and sent eight.
"I invited you to deal with the way it was before, if you plan to continue your political career... Maybe you will find something interesting," she told Konjević.
She told him that it would be good for him as a politician, pointing out that he was part of the government at the time.
"Minister Injac, I repeat, politics is work, we are MPs who control the work of the executive... I also came when I was in power, I didn't from 2016 to 2020, but I am ready to provide you with documentation. You are , said in a low voice that I have some private or business relations with the Mitrović family. You are better friends with his father than I am, you invited him to be a guest lecturer at your faculty," Konjević said.
Injac told him that the facts he presented were ridiculous and "some kind of hearsay", stating that he was in godfather relations with Mitrović.
"Minister Injac, you said half an hour ago that you would present something for me, so bujrum," Konjević said.
My godfathers are Aleksandar Milačić and Damir Rašketić, if you have something against them, say it, Konjević told the minister, to which she replied that she did not even know them.
Knežević told him that he was not a registrar and that "the Board will not be asking Biedermeier" to list godparents.
"Dissatisfaction with the position of Bosniaks in the Army"
MP Ervin Ibrahimović told the minister that there is no need for the Committee to feel like they are on the dock, but that it is good to answer all the questions, because the public should have accurate information about what it is about, because the departure of the cadets to school took on the contours of an affair .
I expect you to understand our interest... As a representative of the Bosniak people, I am interested in how many Bosniaks are in education since you became minister," Ibrahimović asked.
Knežević told him that one part of the question was off topic and that he had already asked it.
"I am certainly not satisfied with the position of Bosniaks in the Army," Ibrahimovic replied.
He added that he has no intention of abusing the session, but perhaps this Government will not last until December, so he will not have the opportunity to ask questions then.
Knežević told him that then maybe he will be the Minister of Defense, and that he will sit in his place.
Ibrahimović replied that he was glad that he believed that minorities should receive such an important place in the Government and that he was sorry that Knežević, as the representative of the largest constituent, did not get a better position. The President of the Committee told him that he could not help even the union he represents.
Injac replied that, out of 60 cases from the previous period, 27 candidates who did not deserve it went to school.
She replied to Ibrahimović that the case of sending a candidate for training is not an affair in NATO and that sending a candidate with poor eyesight to pilot training is a bigger affair.
Knežević asked him to promise not to celebrate the fall of Kabul if he became the defense minister, and Ibrahimović told him that he would, but that he (Knežević) should promise to support him as prime minister.
"Here you are offering to everyone, you are offering to the Democrats," he said, and Knežević told him that he would support him.
"As far as I know, there are no Bosniaks in leadership positions... It is not right to exclude a quarter of the people," Ibrahimović said, adding that he hopes that "in this short term, while he is still in the position of minister," he will correct that.
Bošković: I didn't have any wrongdoings, and you look at yourself
The deputy of the Democratic Party of Socialists, Predrag Bošković, who is also the former Minister of Defense, told Minister Injac that there is no need to deal with him so much and that the team is trying to cover up their wrongdoings, because, as he claims, he didn't have any.
"And you look at each other," Boskovic said.
He added that he was informed about the candidate she mentioned and that it is not the first time that after the examination in Danilovgrad, a candidate has been diagnosed with vision problems during specialist examinations in Greece.
Bošković urged Injac not to place himself above the system, stressing that they, as state officials, are obliged to respect the decisions of the courts.
"What you did in this case is a violation of positive legal regulations, as well as the fact that a young boy was discriminated against," said Bošković.
Injac said that she has already answered everything.
The minister told Bošković that no one was dealing with him, but that he had to see if the same criteria were used to evaluate her work, his work and that of the previous ministers.
"The bottom line is to check some decisions," she said.
"Everything you need to check, check, you've been checking for 11 months... I don't know if you don't understand us from this side or you're doing it on purpose? I think you need professional legal help... I don't know who is advising you, but He advises you wrongly, leads you on thin ice, and only you will be responsible for that," said Bošković.
He said that he is sure that excellent candidates were sent to the training, but that he is sure that the third candidate is also excellent.
"If you didn't think that candidate was good, why did you ask for the third place? Did someone else influence you to ask for the third place? If so, tell me, so that we can open another story," said Bošković.
He added that he was at her disposal and urged her to "stop doing this".
"You also had legal advisers and there were so many abuses. When it comes to the promotion of officers, we will have to deal with that," she said, repeating that she is not investigating him.
Once again, here, you are talking about my abuses, I tell you that you are obliged to report each one. Is it possible that you do not know the Law on the Army? Do you know who gives upgrades - Defense Advice. Neither I, nor you," said Bosković.
She said that she did not know, but that she would learn, but that the Improvement Council had given his proposal.
After Bošković told her that she had just said that she admitted that the candidates were sent illegally, she said that she had already explained five times that the candidates only submitted their diplomas later, because they were issued later.
MP Branko Čavor (DPS) said that illegalities were found in the process of selecting two candidates for military academies abroad.
"It is not clear why that candidate, not because his last name is Mitrović, is not at the academy in Athens today. Here you said that he did not officially pass the first procedure, but you said that you sent a letter on August 20 and received confirmation on October 5 that he could to be an academic, and that's it."
He said that the public is getting the impression that Mitrović is being discriminated against because he is the son of a state prosecutor.
"That's why it would be good if it wasn't like that, because it's an exceptional weakness of yours and can put pressure on the prosecution."
Injac said that there was no illegality regarding the competition, which was transparent, as well as the methodology.
"If we want to reduce the threat of public interest to this, what about the previous 60 cases," she asked.
I am responsible that everything was done legally here, she said.
"If that is my biggest responsibility, feel free to reconsider, listen... The fact that the third candidate did not go, there was no competition, because at that moment it was pointless to advertise and wait another two months for him to apply. That would not even be responsible according to the Greek Academy".
Ivan Brajović asked her to clarify whether, after the competition was announced, she found out that the Ministry of Defense needed another candidate.
She said it was.
Konatar: It is important that there are no untouchables
URA MP Miloš Konatar said that as a member of the Security and Defense Committee, he believes that everything related to the topic was legal, but that there is an opportunity for everyone to check their doubts.
"As far as I'm concerned, as a member of this Committee and as a politician, I believe that they did everything legally," Konatar said.
Konatar said that he was glad that one of the candidates was a woman, and that there should be no discrimination on any basis.
"It is very important that we change the practice that existed before and that there are no untouchables," he said.
"Indicative that the URA voted for the hearing"
Democrat MP Danilo Šaranović said that he was not a member of the Committee, and then asked "how the control hearing took place".
"I assume that you made the decision at the previous Board," he said, and when Knežević replied that it was by majority vote and that the URA voted for the hearing, he said that it was indicative.
"Does this mean the formation of a new majority in this Committee, made up of URA MPs and opposition MPs", he said, stating that it is true that Konatar always voted to hear the Deputy Prime Minister and the President of the GP URA, but that in relation to problems in the security sector, this is a trivial matter.
He told the public that no one from the ruling majority voted for hearing Injac except Konatar.
And his party colleague Tamara Vujović said that, if she were a permanent member of the Committee, she would never have voted for hearing Injac.
DPS Member of Parliament Daliborka Pejović, who attends the Committee as an interested Member of Parliament, said that she does not think that this is a trivial topic.
"The government currently has a serious problem in its functioning," said Pejović, referring to the dismissal of the Appeals Commission.
