The Social Democrats (SD) announced today that they propose a reduction in electricity bills, payment of value added tax (VAT) per invoice, a lower VAT rate on catering and that airports cannot be given under concession. MP of that party, Boris Mugoša, pointed out on Twitter that for the session of the Parliament, they proposed to supplement the agenda with four of their proposals.
"The first refers to the proposal that no VAT is paid on the electricity bill items related to losses in the transmission and distribution system. By not including losses in the transmission and distribution system in the base for calculating VAT, the amount of the electricity bill will be reduced. The second refers to the possibility for small and medium-sized enterprises that wish to do so, and whose total annual turnover does not exceed two million euros, to switch to the VAT payment model based on a billed rather than an issued invoice, which is the practice in most European countries, but and some of our neighboring countries," the statement of SD emphasizes.
The party states that this would help small and medium-sized enterprises that have problems with liquidity, i.e. with irregular, delayed or non-executed payments.
"The third proposal of the SD envisages continuing with the taxation measure at a lower VAT rate of 7% for the preparation and serving of food, beverages and beverages, except for alcoholic beverages, carbonated beverages with added sugar and coffee, in facilities for the provision of catering services. This would affect the recovery, business improvement and competitiveness of Montenegrin tourism, employment growth and the reduction of the gray economy in the catering sector, all in accordance with the comparative practice of the Mediterranean countries from the EU, because similar VAT reduction measures have brought numerous European countries. The last proposal to supplement the agenda refers to the legal solution which defines that airports cannot be valorized according to the concession model, nor according to any model that would call into question the majority ownership of the state in that business entity," said the SD .
They also stated that it is necessary to determine the strategic national interest of Montenegro in the field of air traffic, since, as they say, the air accessibility of Montenegro is of special interest for the life and work of citizens, the health of the population, the development of the tourism industry, business operations and the economic independence of Montenegro.
