The Parliament of Montenegro adopted the Proposal for Amendments to the Law on Local Self-Government, which stipulates that local elections in 14 municipalities will be held in one day.
Out of 57 deputies, 46 voted in favor and 11 were against.
MPs from the "Black on White" coalition, the Socialist People's Party (SNP) and the opposition voted in favor.
MPs from Democratic Montenegro, United Montenegro and True Montenegro were against it.
The deputies of the Democratic Front (DF) were not in the hall.
Amendments to the Law were submitted to the parliamentary procedure by the "Black on White" coalition and the opposition.
The amendments provide that "the first subsequent elections for councilors in the assemblies of the municipalities of Ulcinj, Berane and Plužine will be held in 2022 at the same time as the regular elections in Podgorica, the Assembly of the Municipality of Golubovci (a municipality within the Capital City) and the assemblies of the municipalities of Bar, Bijelo Polje, Danilovgrad, Kolašin, Plav, Plužine, Pljevlja, Rožaje, Žabljak and Šavnik. The mandate of councilors in the assemblies of the municipalities of Ulcinj, Berane and Plužine is extended until the election of councilors, which will be held in terms of the position and this article".
Dragan Ivanović (SNP) said that even during the DPS, his party advocated unifying elections, and they had the initiative to unify elections in 17 municipalities, but they did not have support.
"This current initiative is based on that background, to hold elections in the remaining 14 municipalities on the same day," Ivanović said.
He said that now the problem is the same as before, but that is why the DPS cannot now be accused of using state resources to organize local elections, but "election tourism", that is, moving voters from municipality to municipality.
He stated that 473 citizens were relocated to Cetinje before the elections, 275 to Mojkovac and 224 to Petnjica.
Momo Koprivica (Democrats) said that the political motive of this proposal is to escape from the citizens' court and avoid seeing what the citizens think about the alteration of the electoral will in the Parliament of Montenegro.
"We hear that these amendments prevent election tourism and accuse DPS. Then the bill from the creators of election tourism is accepted. Something is wrong," said Koprivica.
He added that Democrats have always been in favor of unifying elections and that should be part of the reform of electoral legislation.
The proposal of the Law on Local Self-Government was accepted in principle.

Bečić took a break again at the request of the representative of the Democratic Party of Socialists (DPS).
The President of the Parliament of Montenegro, Aleksa Bečić, said that there were many tensions, but also insults on a personal level.
"I will apply Article 107 of the Rules of Procedure and issue a reprimand to deputy Milacic," said Becic.

"It's better that we argue politically, and that the citizens don't do it," Konatar pointed out.
He told the citizens to be calm, because there is no "apocalypse" happening and nothing that does not happen in normal, developed countries.
"Each subsequent government should learn from the mistakes of this one, and continue and improve everything it has done well, said Konatar. He said that DPS will not be part of a minority government. "That government would not be a minority if DPS was part of it. authorities. DPS is not returning to power," Konatar said. He said that the church will not be threatened by the fall of this government or the election of a new government.
Konatar said that he wants a Montenegro where the prime minister can be "even an Albanian".
"I dream of a Montenegro where the prime minister, a national Albanian, will sign the Fundamental Agreement with the SPC, which is in the interest of the state of Montenegro"
Momo Koprivica (Democrats) said that there is nothing more dangerous for an open, democratic and civil society than politicians who think they know everything and are right about everything.
"Very often such people fall into serious political unprincipledness, so some of them said that they would not be with the DPS, and then proposed that the arrangement of the executive power should be supported by the DPS. That politician who thinks he knows everything and is right about everything, makes lists , he points his finger at the deputies, he pointed his finger and accused them of ten million, for Limenka, and then he submits a joint initiative with them to overthrow the Government in which he sits," said Koprivica.
He reminded that the Democrats do not have a single ministerial position in the Government, the demolition of which they are against, and that they are not satisfied with the number of seats, but with the adoption of laws that contribute to a better life for citizens.
Dragan Ivanović (SNP) said that the very beginning of this government was "totally abnormal" because the parliamentary majority could not form the government it wanted.
"It was formed as it was formed, it worked as it worked, and it did not respect the parliamentary majority. If Krivokapić was a member of a party, she would defend him today," Ivanovic said.
He said that the Government will fall and that they will have to work hard to form a new one.
Boris Mugoša (SD) said that everyone's mouth is full of the electoral will of the citizens.
"If we exclude the voters of the GP URA, this side over there won 200 thousand votes, and this one over here 180 thousand. What are you talking about? Don't manipulate those theses. If some things happen, you are responsible, not the people you drive crazy every day," he said. is Mugoša.
He added that the government is not falling because it is young, "but because it showed that it does not know how to rule and that it allowed itself to be ruled".
The session on no confidence in the Government started four hours late, shortly after 15:XNUMX p.m., because the Committee for Political System, Judiciary and Administration had a several-hour discussion on amendments to the Law on Local Self-Government and the Government's initiative to shorten the mandate of the Parliament.
The Government's proposal was not included in the agenda of the session that was supposed to be held today, so it was immediately moved to a new one where confidence in the Government is discussed.
At the collegium of the President of the Assembly on February 2, it was agreed that the debate on confidence in the Government should last four hours.
Maksim Vučinić (Labor Party) said that the fact that the trend of young people leaving Montenegro and the great dissatisfaction of the people has been the same for a year and a half speaks most about the achievements of this government.
"It seems that the Prime Minister never had a sincere intention to reconstruct the Government and make the position easier for both himself and us and to respect the electoral will of the citizens. Today, the guild is paying for that insincerity, because the love affair with the Deputy Prime Minister could not last, when the Prime Minister renounced the support of 27 deputies ", said Vučinić.
He told the DPS that it is not time to rejoice, as they themselves said, because this can end in two ways – either with elections or with a government that will deal with the legacy of the DPS policy.
Fatmir Đeka (Jednoglasno coalition) said that changes are one of the axioms of democracy.
He said that no one will particularly regret this Government, especially not the minority peoples.
"They offered us to join the government when it had actually already fallen. We didn't want that, not because of that, but because of the anti-NATO and anti-European elements in the government," Đeka said.
Marko Milačić (True Montenegro) said that the winner here today is the one who is not here.
"The one who is gone today gave the best lesson about everything in Montenegro. He is not with us, but with the people and that's how it should be," Milačić pointed out.
He said that the coalition for the future of Montenegro would have "ten less" if it were not for the Church and Krivokapić.
He stated that it is treason and political corruption when someone overthrows the government with the opposition.
"Miloš Konatar said that the Government is historical. And his and Dritan Abazović's betrayal is historical. Dritan will not bring down anyone, only himself. He will not bring down anyone from his colleagues from GP URA, he will only bring down his own face," said Milačić and added that the betrayal of Darko Pajović's "statistical error" in relation to the betrayal of GP URA.
He said that if the Government falls, so does the parliamentary majority.
"As of tonight, there is no parliamentary majority, the Constitution has been violated and we are going to the elections. The one who will not go to the elections is working for Milo Đukanović," said Milačić.
Joković asked Vuksanović Stanković why they hadn't filled Spož until now, they had a tub.
"I didn't say anything that I would sign. I said that I will not support any government that will not sign the Basic Agreement. And as for the Open Balkans, it is not a 'Serbian world', the EU also supports that," said Joković.

She replied that it is not a problem that "they will not look for us, but they are running away from you".
Draginja Vuksanović Stanković (SDP) said at the beginning of her speech, "let us have happy freedom".
"Today we are freeing ourselves from the clero-fascist and treacherous government," Vuksanović Stanković said.
She said that Prime Minister Krivokapić was left with "one big nothing" and that he and his government were "a simple systemic error".
"He had the opportunity to make the only honorable move today, to resign, but no, he ran away," Vuksanović Stanković said.
She said that today Prime Minister Zdravko Krivokapić committed a criminal offense and that "when he leaves Spuž" he will have "traitor" written on his forehead".
She repeated that as far as SDP is concerned, the minority government can dream about the Basic Agreement, the census and the Open Balkans.
"This Basic Agreement, such as it is, is a falsification of Montenegrin history and we will not allow it. You will leave before these," said Vuksanović Stanković.
