Strahinja Bulajić, concluding the session, said that he is not privileged by the forced position.
"To be honest, I am not happy that my friend has been dismissed. I would like to take this opportunity to thank him for his successful cooperation in running this House, I hope that we will continue to cooperate in order to respect the electoral will of the citizens... I still think that it was possible to preserve the electoral will of the citizens. The hand was extended and I hope that this is an important message that will be understood in the right way," he said.
The President of the Assembly Aleksa Bečić was replaced tonight by the votes of the opposition and the "Black on White" coalition.
43 MPs voted for Bečić's dismissal, 36 were against. Aleksa Bečić did not make a statement.
All MPs of DPS (except Miodrag Vuković who is absent), SDP, SD, Bosniak Party, Albanian List and Albanian Coalition unanimously voted for Bečić's dismissal, as well as GP URA and CIVIS MPs.
The Democrats, Demos, DF, PzP, SNP, Prava Montenegro, United Montenegro and the Workers' Party were against.
Branka Bošnjak stated that the duties of President of the Assembly will be held by Strahinja Bulajić, vice president and representative of the largest group of deputies, until a new one is elected.

The Deputy Speaker of the Parliament, Branka Bošnjak, gave a break of ten minutes, so that the MPs could prepare for the vote.
"I am the proudest that I performed such a responsible function in such a way that my family, nor any citizen and political subject in Montenegro, was ever ashamed of my actions and results. Everything I did, I did believing that I was doing the best and exclusively for Montenegro," said Bečić.
If, as he stated, it was up to the electoral will of the citizens, he could not be dismissed.
"If it was up to the given word, I also could not be dismissed. I remember that you won't go with DPS, that you won't go with this kind of DPS..."
He also recalled Dritan Abazović's statement that he would not vote for Bečić's dismissal.
Bečić said that he will be replaced not because of the results, but because the basic democratic principles and the electoral will of the citizens will be violated.
"To be replaced by political force is a huge honor for me. With this, a new majority was constituted and the electoral will of the citizens was reshaped".
He told those who decided to alter the electoral will of the citizens "see you in the people's court".
"It can be changed and replaced by political force, but the judgment of the people cannot be avoided".
Bečić said that he is proud of many things, he has learned a lot, but he is sad to see that many individuals and politicians direct their politics from the moment and what is profitable, they do not want to look into the past to see if they themselves were once in the position of the one who is criticized today.
He said that he was also proud of the Agreement of September 2020 and that a large part of it was created in his cabinet in the premises of the Democrats.
"I am proud to have been on the sidelines of that agreement."
Aleksa Bečić said that he is proud that already after a year and a half of this convocation, he has fulfilled most of the goals set for four years.
He said that he does not dispute that the initiative for his dismissal came from the opposition, because he knows what it is like to be an opposition member in Montenegro in difficult times and what revanchism means.
"I'm proud that in a year and a half, no one here was fired, no one was asked what their religion or nationality was..."
He said that the initiative did not surprise him, but that it did not contain one sentence: "we have found a certain structure that is ready to form a new majority with us...the elections do not suit us, we want to remove you due to political calculations."
"To say that the president of the parliament is being replaced because a two-thirds majority was not achieved is absurd, because it is a legacy from the previous convocation. Why was the dismissal of the president of the parliament not initiated then? Because it would be absurd".
He is concerned, he says, about the path that Montenegro is taking, because it is not the personnel solutions in the judiciary that are important, but the gathering around some number that means some political trade.
Genci Nimanbegu (Albanska Lista) said that the Memorandum on Cooperation, which they signed with part of the government (GP URA, SNP) represents a possible way out of the crisis for the minority parties.
"It seems that it turns out that the best way to get to power is through boycott and obstruction."
He asked if anyone would apologize to minorities for being called satellites, henchmen...
He stated that he is the only MP from the opposition who did not sign the initiative for Bečić's dismissal.
"At that moment, we didn't know how we would move forward... And Aleksa Bečić showed understanding for minority politics, and we don't forget that. Another political reason was that I still had the hope that the Democrats could be part of some future solution, but the dialogue was not reached. And it is clear to you that with the fall of the Government of Zdravko Krivokapić, your entire coalition has fallen".
Milan Knežević said that Nimanbegu's presentation is confirmation that this Assembly resembles psychiatry.
"You did not sign the initiative, you praised Aleksa Bečić, but you will vote for his dismissal. Where is the humanity, humanity and attitude towards Aleksa Bečić? I have the feeling that you have woken up from a twenty-year coma and that they have introduced you to the Assembly".
He said that if it wasn't for this majority, the minority parties would never have gotten a vice-president of the parliament.
He also said that he had nothing against an Albanian being the prime minister, but he would have liked to see reciprocity applied and for one of the Serbs to be the prime minister of Albania alongside Vrak.
"Find us somewhere... But if you think that you will find us by cheating the electoral will of the citizens, you are greatly mistaken and we will not calmly observe the obvious fraud and we will do everything to lead to extraordinary parliamentary elections".
Nimanbegu replied that he would deny it at some point.
"You all belittle what we have today in Montenegro, but we have progressed since the 1990s. During that period, we were thinking about whether to present ourselves as Genci or Goran. As for Vrak, it is in a neighboring country," Nimanbegu said.
He said that there is no way forward without dialogue, but it is not his responsibility, nor that of the Albanian parties, that Krivokapić was appointed as the head of the government.
Vladimir Joković (SNP), responding to Milačić, said that this was the first time he responded to such insinuations and fabrications.
"I didn't think I'd be responding to irrelevant characters."
He said that he had to explain who Marko Milačić was - that he first wrote that Naser Orić and Ratko Mladić were half-brothers, then he kissed the flag of Republika Srpska, voted for the independence of Montenegro, then went to Belgrade...
"Those who changed so many ideologies, so many parties, supporters, are not at the level of the SNP or mine, but I have to explain for the sake of the citizens," said Joković, who then left the hall, passing behind Milačić, which caused laughter and applause in the hall. .

Milačić accused the SNP of agreeing on the number of seats in the new government, and that the DF was the sponsor of the betrayal.

Milačić replied that Radunović was as much involved in treason as he was, treason would not have happened.

He told his colleagues from GP URA that he would listen to those words.
"There are no more talks with GP URA. That, as far as the Real Montenegro is concerned, is finished... This is a plan, a plan skillfully defined for months".
He said that Bečić is a great man and that there is no reason for his removal, except for the removal of the government without elections, and the only answer to that is "the street".
"Democratically, dignified, peacefully, as befits traitors" He said that many had their fingers crossed in destroying the electoral will of the citizens, that there were not only contractors and contractors, but also godfathers.
"I can't wait to join the benches of the opposition, honorably and with pride. I will honorably fight against the traitor, against Milo Đukanović, strengthened by Ur and supported by the other signatories of the Memorandum. You will dream of me".
He said that traitors are those who sit in the chairs of the President of the Assembly and the Government with the help of DPS, that they are traitors.
He called on the DF and the SNP to call the people to the streets.
"What are we waiting for?" asked Milacic.
Bozena Jelušić (GP URA) said that she has a very long experience of fighting against the DPS and that she has seen the abuses of the past 30 years.
"Looking at certain abuses over the past year, I realized the scale of these abuses. If anyone thinks that this government's offer offers the DPS the opportunity to return to power, they are seriously mistaken. The days ahead and personal integrity will confirm that to you".
She said that they are not worried about the votes of GP URA, they were not worried about them even in December when the Law on Freedom of Religion was voted for.
She stated that the church did not help them in any way, that the meaning of that movement is to make Montenegro better, even if it is not there.
Dragan Krapović (Democrats) said that Bečić is a political problem for the new coalition and that is why he will be replaced.
He said that, in the context of the victory on August 30, 2020, it is called treason.
"We have no intention of excluding anyone from the political currents, but we want to keep the former regime in the opposition, until the citizens say otherwise. Political betrayal and selling of votes is open on the stage and anyone who did not detect it is politically blind or illiterate. I doubt that anyone here is politically illiterate or blind, or pretending to be crazy on purpose".
He said that "this procrastination" with the story of the call for negotiations is reminiscent of Stevan Džaković's request to sign the open lists or Drago Đurović's request to sign Kosovo or Srebrenica and form a government in Nikšić.
"We all know who they're going to trade Bečić with, but I'm not going to talk about that now," said Krapović and added that he wasn't even up to his knees.
"We have a politician who entered the government despite his own principles and is fighting for the first position, to be prime minister... In that fight, he is ready for anything, and ready to stab everyone in the back for the sake of a handful of authorities," said Koprivica, and The Bosnian admonished him, stating that those were harsh words.
He said that "he is grossly deluded that the people of Montenegro will observe this calmly".
"And we will not fight from comfortable rooms, nor from this hall, but we will fight peacefully and with dignity... People, stand up against traitors, against political corruption".
Momo Koprivica (Democrats) said that a minority government is being formed and that Becic is an obstacle to that, that's why his removal is being sought.
He said that the talks within the ruling majority are being faked, and this is confirmed by correspondence from the GP URA Viber group, in which it was stated that Bečić was bothering them because of the majority with the DPS.
"It's all a rewriting of the electoral will... The people have the right to cancel all behind-the-scenes agreements about a new majority, the only way out is the elections and the keys to democracy are in the hands of the citizens".
He believes that the dismissal of the President of the Assembly is not the dismissal of one leader, but rather the separation of the parliament from the will of the people.
"Today, the parliament stops reflecting the will of the people, and starts serving interest groups."
In the polemic with Ibrahimović, Bulatović said that in the pre-referendum campaign he was called the "leader of the Chetniks" in Rozaje.
"Now, in allusions, someone is drawing a target for someone. I'm drawing a target? I was taking down targets"
He asked Ibrahimović if he would enter the minority government, if there were Democrats and Demos in it, "those who are not on Gabriel Escobar's black list".
Previously, Ibrahimović ordered that minorities should not be targeted and that tensions should not be raised.
Ervin Ibrahimović (BS), responding to Bulatović, said that he had excellent cooperation with Bečić, but the majority is now "on the other side".
"We are not personally against anyone, I had an obligation to support the initiative for the dismissal of the President of the Assembly... This is a story about the majority, the creation of a new majority and that is the reality".
Bulatović said that he addressed Ibrahimović as a representative of the Bosniak Party, and not as a representative of the Bosniak people, because if the Bosniak people knew what he was doing, they would not have voted for him.
He said that Ibrahimović mentioned a new majority from which all representatives of the Serbian people will be excluded.
"You, Mr. Ibrahimović, the Bosniak people in Montenegro don't want that."
He expects Milivoje Katnić, the main defender of the "character and deeds of Milo Đukanović", to be dismissed soon, because if he is dismissed, the big question is whether Đukanović will give minority support to the government that dismissed his favourite.
Predrag Bulatović (DF) said that there is no reason for Bečić's dismissal and that it cannot be said that he is not a European politician.
"It's simply funny to me that Aleksa Bečić is not a European politician, find something more creative," said Bulatović.
He said that Bečić was the only one who started the parliamentary dialogue, "contested precisely by those who want to form a minority government".
He claims that the notorious falsehood heard in the proponent's explanation is related to the Committee for Comprehensive Electoral Reform.
"Respected Strahinja Bulajić did everything to start a dialogue, which was hindered by the DPS and its satellites," Bulatović stated.
He said that Bečić won the votes of the Bosniak Party, made changes to the Rules of Procedure, enabled the representation of minorities and women in vice-presidential positions, which was not the case during the DPS.
"Mr. Ibrahimović, leave the DPS, think about what decisions you make, I could understand everything, but not that Mr. Ibrahimović will sign for the dismissal of Bečić... We want even after this dismissal to see who does not want dialogue. How will the party with three MPs reconcile us? Montenegro doesn't have 81 deputies because there are people who didn't vote... Let's see who doesn't want an agreement and why they don't want an agreement".
He stated that there can only be political reasons for the dismissal of Bečić.
"To renew the dialogue within the parliamentary majority and to say: 'Mr. Bečić, we are starting from the beginning and your function is in distribution,'" said Bulatović.
He said that this is not a minority government, but a coalition one.
"If GP URA forms a minority government, it will betray the will of the citizens. If Abazović does what he intends, he will be neither a politician nor a statesman, nor an oppositionist. I looked at those who plowed with the DPS".
He called for dialogue and DPS not to do the "destruction" that it intended.
"Dialogue is needed for everything and for 49 and 54. Aleksa Bečić is not to blame for that."
He told Abazović that there is no reconciliation as he intended, but rather a dialogue is needed.
He said that they do not give support to the DPS, "if they started a minority government, they should not count on the DF".
Andrija Popović (LP) believes that they will soon elect a new president of the Assembly and he will support Bečić's dismissal.
"Personally, I would like her to be an MP, they are much more subtle and wiser than us MPs. I would like to repeat the situation from 2001, when Vesna Perović from the Liberal Alliance was elected as the President of the Assembly and performed that function very successfully".
He said that regardless of some personal conflicts with Bečić, which were quickly overcome and forgotten, he led the Assemblies in a technically correct manner with some shortcomings in the field of international cooperation of deputies and abuse of the Parliamentary channel.
Miloš Konatar (Crno na bijelo) said that good news awaits Montenegro when it comes to the fight against corruption and organized crime.
"Montenegro does not have time to wait and if we are going to elect a new government, we do not have the luxury of any noise or blockage in the cooperation between the Assembly and the future government. We were open when we proposed the concept of a minority government, we asked for support and said that there would be no DPS in it, although these days someone is trying to present it as a betrayal".
He said that regardless of who will be in the minority government, everyone must cooperate.
"Montenegro is not 41 MPs, Montenegro is all 81 MPs." The change of government is not an apocalypse, we will choose a new one, if we don't choose, we will go to the elections. Neither is the apocalypse the removal of the President of the Assembly. A new president will come, or we will leave Vice President Bulajić," said Konatar and said that the president will not be from DPS.
Commenting on the correspondence on one of the Viber groups within GP URA, which is circulating on the networks, he said that the correspondence is authentic and that there was not a single bad word against the opponent.
"It is a correspondence between members from Podgorica in which you could not see a single ugly word against the opponent... Nothing was said that has not already been said... GP URA officials communicate with their members"
Milan Knežević threw in "they also screenshot the messages", to which Konatar replied that it was all normal.
Konatar stated that today the paths of the Democrats and the URA GP diverge, but he is sure that both Dritan Abazović and Aleksa Bečić will perform important state functions and that new bridges of cooperation should be sought, for the sake of the citizens.
Vladimir Joković (SNP) said that his party will not vote for the dismissal of Bečić, because they have no reason to do so.
He said that there were good and bad things in the Government, as well as good and bad ministers.
"Were there those who absolutely did not communicate with the SNP, from the prime minister and some ministers, yes. The will of the citizens was betrayed for the first time when Minister Vladimir Leposavic was dismissed. Then we should have called time out. We were silent then and that's why we got where we got"
He said that the SNP is open to finding a solution for everything.
"I appeal to everyone to avoid political rivalry, especially you young people, you will have time for that. If we can find a solution, the SNP is not asking for anything, let a government be formed. If the DF could, and if we all signed it, without knowing the former prime minister well, to form a government, why can't we now say let's do something and not betray the will of the citizens".
