If at today's session of the Assembly of the Capital of Cetinje, which is scheduled for 17 p.m., its president is not elected, the head of state will call for new elections in that city.
The deadline for the constitution of the Assembly by electing the president is 60 days from the announcement of the final election results, and it expires today.
The Democratic Party of Socialists (DPS) and the Social Democratic Party (SDP) did not reach an agreement on the formation of a government in Cetinje, although there was an unofficial announcement that they would do so the night before last.
The SDP rejected DPS's offer for a two-year "rotating" model for the mayor of the capital and his deputies, and that the position of the president of the capital's assembly belongs to the DPS for all four years.
Representative of Cetinje DPS Oscar Hutter he said last night that that party did everything to unite the "Montenegrin bloc" in Cetinje and complied with all the demands of the "other side", saying that he still believes that an agreement will be reached with the SDP.
The Cetinje SDP replied that they do not agree to the "manipulations" of the DPS.
"Our proposal was for a non-party candidate from our list to be a candidate for mayor for a full term, and as another option, a rotational model - party candidates - SDP for the first two years, DPS for the second two years. Therefore, everything is the opposite of what was given in the form of a 'final offer'".
On the other hand, the Cetinje GP URA board announced the day before yesterday that their unconditional support to the SDP and the Old Guard of the Liberal Alliance in the formation of the government is still on the table.
The Democrats say that they stand by their position - either Cetinje or DPS, stating that this was their clear message to the SDP from the beginning.
If the President of the Assembly is elected today, a period of 30 days will run for the election of the mayor of Prijestonica.
The Assembly of the Capital has 33 councilors. DPS has 14 mandates, SDP eight, GP URA four, Old Guard and Democrats three each, and the coalition of Social Democrats and the Liberal Party one mandate.
