There is not a single ally on the Russian side that could provide significant assistance. Therefore, the Kremlin consistently embodies the "scorched earth" tactic by destroying settlements and industrial facilities. According to anonymous source in Russian diplomatic circles, the Russian military received direct orders to kill Ukrainian civilians and destroy civilian infrastructure. Thus, Russia is trying to forcefully convince Ukraine to capitulate and accept the Kremlin's terms," ​​the statement said.

Before each new round of negotiations, the Embassy of Ukraine states that the Kremlin "intensifies shelling as a lever of psychological pressure on the Ukrainian side, and tries to sow panic among Ukrainian civilians, to spread defeatist feelings in society that could lead to protests and demands for acceptance conditions of Russia."
