The war between the Democrats and the Democratic Front flared up after he became the mayor of Budva Marko Carevic dismissed the previous Board of Directors of the municipal enterprise Vodovod i Kanalizacija, and then appointed a new, five-member board, mainly from people close to DF.
The storm in the largest municipal company culminated after he became the chairman of the board of directors Đorđije Pribilović (a member of the DF) resigned, which Tsarević, referring to the legal provisions, used to dismiss the entire committee, which included members of the Democrats and the SNP. She is at the head of Vodovod, in the executive director's chair Jasna Dokić, also a member of the DF, and the previous board of directors was controlled by the Democrats.

He also referred to the Decision on the establishment of Water and Sewerage, which stipulates that the Municipality appoints and dismisses members of the Board of Directors.
The day before yesterday, Tsarević also passed a decision on the appointment of a new Board of Directors, which they consist of Nikola Đurašković, Aleksandar Božović, Novak Vukcevic, Milan Perovic i Petar Dobrljanin. Referring again to Article 59 of the Law on Local Self-Government, Tsarević states in the decision that the mandate of the members of the new Board of Directors lasts four years.
After such an unfolding of events, a criminal complaint was filed with the Special State Prosecutor's Office against Carevic, signed by the dismissed board member Ognjen Mušikić.
"Based on Article 256 of the Code of Criminal Procedure of Montenegro, I am filing a criminal complaint against the President of the Municipality of Budva, Marko Carević, due to the existence of grounds for suspicion that he committed the criminal offense of abuse of office or some other offense that is prosecuted ex officio," the criminal complaint states. which "Vijesti" had an insight into.
As explained by the president of the Board of Directors, Đorđije Pribilović, he had to submit his resignation to the Secretariat for Investments of the Municipality of Budva as the competent department, which would then have to pass it on to the Assembly of the Municipality of Budva, given that he was elected to the position by that body, and not to the president of the municipality, who is incompetent for that job.
In the criminal complaint, it is claimed that Tsarević violated the legal regulations that he had just invoked when passing the decision on the dismissal of the board of directors, and then the appointment of a new one.
"From all of the above, it clearly follows that Marko Carević, the president of the DF Budva, intentionally and in possible agreement with Pribilović, also a high official of the DF Budva, abused his position as the president of the Municipality of Budva, by taking over the responsibilities of the Budva Municipality Assembly at his discretion and according to his needs, and not in accordance with legal regulations, by which he put his personal interest before the public one, which is the essence of corruption. The aforementioned abuse was committed because the new Board of Directors, which he will personally appoint, will adopt a new Rulebook on the organization and systematization of workplaces, the same one that the illegally dismissed Board refused to adopt in the past at the proposal of the executive director, whose mandate expires on March 16, 2022. , and the same goal is the misuse of state (municipal) funds for political purposes, immediately before the introduction of forced administration in the municipality and new elections," the criminal complaint states.
The conflict between the Democrats and the DF was also over the Sports and Recreational Center, where Tsarević also appointed a new board of directors, which dismissed the previous director, a member of the Democrats. Something similar happened in the Tourist Organization of Budva, where a new Executive Board was appointed and a new executive director, DF staff, was appointed, and until then this organization was managed by people close to the Democrats.
