In two days at the latest, a final agreement on the formation of a new government will be reached - the head of the "Crno na bijelo" parliamentary club said yesterday. Milos Konatar.
By then, it should be clear whether the Socialist People's Party (SNP) is acceptable for one of the two opposition parties - the Social Democrats (SD) or the Social Democratic Party (SDP) - to be in the executive power.
The source of "Vijesti" from the Civil Movement (GP) URA claims that the SDP should allegedly enter the government, which, as he explained, would enter the final phase of its formation process.
The SNP, which opposed it, did not answer "Vijesta" whether it was acceptable for them to have SD or SDP in the executive branch.
The newspaper's interlocutor says that he is not optimistic that the government will have the support of 49 deputies - as many as are necessary to unblock key judicial institutions - but 44, 46 or 47. The "Black on White" coalition (GP URA and CIVIS), which offered a minority government, entered is in its formation with the aim of securing the support of at least 49 deputies.
Konatar said yesterday that progress has been made in the negotiations, and that the mandate will Dritan Abazovic (GP URA) "in the next day or two" to inform the Assembly about the proposed composition of his cabinet.
"We all have to move a bit from our starting positions if we want to reach an agreement... At the moment, the composition of the government is being discussed," Konatar told reporters after the session of the Parliamentary Committee for Security and Defense.
Although Abazović received a mandate to form the government more than a month ago, the final agreement on its formation was not reached, allegedly because the Democratic Party of Socialists (DPS) demands that the future cabinet include at least one of its former coalition partners - SD or SDP.
The DPS previously announced that it would support the minority government, but that it would not participate in it. The leader of that party and head of state Milo Djukanovic in the meantime, he said that the alternative is a technical government. Both would be fixed for one year.
Member of the SNP Dragan Ivanovic, announced last weekend that that party is ready for certain concessions, and that the possibility of discussing the eventual entry of SD and SDP into the government is left open.
"Yes, if not both, at least one party - especially the SDP - should be an integral part of the government. We gave our opinion on that possibility. We stand by that, with the fact that we are open to talking and finding some possibilities", he pointed out.
SNP leader Vladimir Jokovic, last week he announced that it was the decision of the party's Main Board (GO) not to be in the government in which the parties would be Damir Šehović (SD) and Raško Konjevića (SDP).
He explained that in order to change that decision, the GO would have to sit again. However, he did not rule out the possibility that the government will be formed with those two parties in it.
"We'll see. We have positions, I believe that a solution will be found for the formation of the government...", said Joković.
On the other hand, the SDP assesses that Abazović is becoming a "hostage of the SNP". "Let Abazović sever relations with the SNP, and if he wants to form a government - he is welcome. If he thinks that someone else is determining the composition of his government, I don't think he will have a majority in parliament," said the SDP leader and MP yesterday. Rasko Konjević, adding that he is in favor of forming a government of 49 deputies.
After the session of the Security Committee, he stated that what will be the program, priorities and goals of the new government is more important than who will be in it.
"We are interested in whoever we agree on. Here, you have only the SNP - which runs away from it - to determine who can and who cannot be in the government. I invite the SNP and Mandatory Abazović to agree on the program, goals and priorities... But if we want to turn this into a circus from week to week, we invite Abazović to return the mandate and facilitate some other agreement", said Konjević, adding that the information is incorrect certain media outlets that, in the distribution of functions in the new government, the position of head of the parliament should belong to the SDP.
Konatar also denied that information, saying that there are no changes compared to the initial agreement - that the position of the President of the Assembly belongs to the SNP.
Speaking about potential personnel solutions in the new government, Konatar repeated that he would like to see Aleksandar Damjanović as Minister of Finance.
"But until a final agreement is made, no ministerial post is safe. The final word will be given by the mandate holder", he said.
Knežević: Give up the minority government and form a technical one
One of the leaders of the Democratic Front (DF), Milan Knežević, announced yesterday that the entire DF stands behind the decision of the Speaker of the Assembly and their official, Strahinja Bulajić, not to schedule a parliamentary session.
He said that the DF does not want to betray the "electoral will of the citizens".
"Give up the concept of a minority government, let's form a technical one that everyone who wants to can join," said Knežević at the Board session.
