The formation of local authorities in Berane and Ulcinj is not yet on the horizon, and the parties participating in the elections have no reason to rush, several interlocutors said.
The deadlines for constituting the government have not even started to run because the official results have not been announced, and also the outcome of the negotiations will largely depend on the development of the situation surrounding the formation of a minority government at the state level.
This will first of all concern Beran, where the position of the municipal president is contested between the Democrats - the Democratic Front and the Socialist People's Party.
According to unofficial information from "Vijesti", the Democrats are asking the DF for the post of municipal president, and the SNP is offering that position to the DF. The Front and the Democrats each have six mandates and the SNP seven, and its official has led the municipality until now.
In the elections held in those two municipalities on March 27, no party has an absolute majority to independently form the government.
The Law on Local Self-Government and the Statute of Municipalities stipulate that the assembly is constituted by the election of the president, for which the deadline is 60 days from the announcement of the official election results. Another month is prescribed for the election of the president of the municipality.
The deadline of 60 days is counted from the day of the publication of the official election results in the "Official Gazette", which did not happen until yesterday.
"Official list" unofficially informed "Vijesti" that the official election results were not delivered to them from the Ulcinj Municipal Election Commission, while valid documentation was delivered to them from Beranka on Thursday. Before that, the Beran MEC, as explained in the "Official Gazette", submitted data without a stamp, so the documentation was returned to them for addition.
President of Berane MEC Vladimir Obradovic said that they sent the material to the "Official Gazette" even before the deadline.
"On April 4, we sent the material to the 'Official Gazette'. Then they asked for some supplement, and we immediately sent that too. Why the results haven't been published yet, I don't know. I also inquired, and on Friday I was told that they will be published in the next "Official Gazette", Obradović said.
President of MEC Ulcinj Vladimir Popovic he did not respond to calls and messages from "Vijesti" journalists.
The New Serbian Democracy in Beran, which in the last elections was the backbone of the coalition for the future of Beran, also says that after the first contacts and discussions, everyone is in the starting positions, while the SNP announced that no agreement had been reached in the negotiations that have been conducted so far what concrete agreement.
These two political groups obtained the largest number of votes in the local elections. The SNP was about twenty votes short of the eighth term, and the coalition Za bućenjut Berana was about thirty short of the seventh term.
Like this coalition, Democratic Montenegro also won six mandates. Four mandates were won by the list Berane Sad, Prava - two, and United Montenegro one. The Democratic Party of Socialists fell from 17 to nine mandates.
The key to the formation of the local government is in the hands of the New Serbian Democracy, which could form a majority with a group of parties without the SNP.
Even in Ulcinj, there is no indication of when the local government will be formed, but the session where the councilors' mandates will be verified will most likely be held on Friday.
Holder of the list "For a new beginning" Omer Barjaktari he said that the situation is complicated and that there are no official negotiations. "We expect that in about ten days there will be something concrete," said Bajraktari.
He said that there were some unofficial negotiations, stating that they talked mostly with Forca, which they consider a "preferred partner".
President of the Democratic Union of Albanians (DUA) Mehmed Zenka he said that he stands by everything he stated earlier and has nothing to add. He previously pointed out that for them, above all, Forca comes into consideration, as a national party and a traditional partner of the DPS.
In the elections in Ulcinj, the coalition "For a new beginning", headed by the Citizens' Movement URA, won the most mandates - 14, out of a total of 33.
The list of the Democratic Party of Socialists (DPS) and the Bosniak Party won 6, the coalition of the Democratic Union of Albanians and the Democratic Alliance 6, Force 5 and the Democrats two mandates.
