Mandatory Dritan Abazovic announced in the program changes in almost all sectors of society, for which 20 ministers will be in charge.

A smaller part of them will cover the portfolios for which they are trained and have experience, while the majority are outside their sectors, or have taken over positions as party leaders.

Minister of European Affairs and Vice President Jovana Marović

She takes office as the vice-president of GP URA. In her biography, it is written that she graduated from the Faculty of Political Sciences in Belgrade, was an advisor in the Ministry of Foreign Affairs, in the office of the President of the Municipality of Budva, as well as in the office of the Minister of Labor and Social Welfare in the Government of Electoral Trust.

She worked in two NGOs - Institute of Alternatives and Politikon Network. She was also engaged in the Government's negotiating working group for Chapter 23, a member of the Balkan Advisory Group for Public Policy, a joint initiative of the University of Graz and the European Fund for the Balkans.

The new official has integration expertise, and on that basis she was offered the position of chief negotiator with the EU in the Government. Zdravka Krivokapića which she refused.

Minister of Defense and Vice President for Political System and Internal Policy

Rasko Konjević

Konjević is the president of the SDP and head of the club of representatives of that party. He has experience in the civil service because he was the Minister of Internal Affairs, during the mandate of the coalition of that party with the DPS, and the Minister of Finance in the Government of Electoral Confidence - where he was elected from the opposition benches.

He graduated from the Faculty of Economics and was one of the founders of the Center for Democratic Transition (CDT), and after entering politics, he became the president of the Capital City Assembly.

In part of the public and from the Democratic Front, he is held responsible as the Minister of Police when, in October 2015, she brutally beat citizens after breaking up the demonstrations of that alliance. Konjević then claimed that the police acted in accordance with the law and in order to preserve public order and peace, even though the Constitutional Court of Montenegro and the European Court of Human Rights found that there had been abuse of citizens. At the beginning of 2016, after the SDP dissolved the coalition with the DPS, Konjević was removed from his ministerial position.

He was a harsh critic of the former Government and the initiator of control hearings in the Parliament, opening numerous affairs in the intelligence sector.

Minister of Capital Investments and Vice President for Regional Development

Ervin Ibrahimovic

Ervin Ibrahimović is the leader of the Bosniak Party (BS) and was the vice-president of the current alliance of the Assembly, a member of several parliamentary committees, a member of the Working Group for drafting the Draft Law on the Parliament of Montenegro and a deputy member of the Permanent Delegation to the Parliamentary Assembly of the Council of Europe (PACE).

He graduated from the Faculty of Metallurgy in Pristina, and received his master's degree from the University of Belgrade. He was elected president of the Bosniak Party at the 13th congress held on June 2021, XNUMX. He was also a member of the previous convocation of the Assembly.

From 2011 to 2016, he served as the Consul of Montenegro in Frankfurt.

Minister of Agriculture and Deputy Prime Minister for the Economic System Vladimir Joković

The SNP leader enters the executive branch for the first time. He graduated from the School of Electrical Engineering, he is the owner of the company "Citus" from Nikšić, which deals in trade.

He became the head of the SNP in 2017 at the eighth extraordinary congress of the party, after his resignation Srdjan Milić who led the party for 11 years. He took over the leadership after winning 25 more votes than the competitor for that position at the congress. Snežana Ionica.

Joković was a member of the national team of Montenegro and Yugoslavia from 1991 to 2000, the former president of the Karate Association of Montenegro, and he was chosen among the best athletes of Nikšić and Podgorica, and was also declared the best athlete of Montenegro.

Minister of Finance Aleksandar Damjanović

Damjanović enters the executive branch as unemployed and without income, since his acting mandate at the head of the Customs and Revenue Administration (Ministry of Finance) was not extended, because he was not entitled to the so-called official compensation.

By profession, he has a master's degree in economic sciences, he was a long-term member of the SNP in the Parliament and president of the Committee on Economics. From 1992 to 1994, he was employed in the Ministry of Finance as an advisor for the financial system and credit support to the economy, and he also worked in the federal Ministry of Finance.

He is a ministerial candidate from the SNP quota, although in 2017 the Main Committee of the party dismissed him from all party functions due to an alleged violation of the Statute, asking him to return the parliamentary mandate, which he refused.

On the eve of the 2020 parliamentary elections, as an independent MP, he was part of the alliance "Da svako ima" - which also included the SNP, United Montenegro and the Workers' Party - which, together with the DF, Prava Crna Gora and non-party figures, appeared in the elections as coalition "For the future of Montenegro". However, Damjanović was not on the electoral list.

Minister of Foreign Affairs Ranko Krivokapić

The former president of the Assembly, head of the Montenegrin delegation in the OSCE Parliamentary Assembly, then its president and honorary president, after a short retirement, which was legally challenged, became the head of diplomacy. Krivokapić is the honorary president and one of the founders of the SDP, which he headed from 2001 to 2019.

He was an 18-year coalition associate Milo Đukanović, but under his leadership the SDP broke the alliance with the DPS and he was removed from the position of head of the parliament. On his initiative, numerous talks between the government and the opposition were organized in the Assembly, which, among other things, resulted in changes to the Constitution and election laws, the election of the head of the judiciary, the formation of the so-called Government of election verification... With the departure of Krivokapić, the parliamentary dialogue was extinguished.

He was born in Kotor in 1961, and he holds a master's degree in law.

He was a member of the presidency of the Reform Forces for Montenegro and the president of the Parliament of Montenegro in four convocations of the parliament.

Krivokapić, as stated in his biography, was elected as a deputy in ten convocations. For the first time in 1989, he was in the Montenegrin Parliament, in the Assembly of the FRY from 1993 to 1997, and in the Assembly of the State Union of Serbia and Montenegro from 2003 to 2006.

Minister of Ecology, Spatial Planning and Urbanism Ana Novaković Đurović

Ana Novaković Đurović, before her political involvement in GP URA, as political director, was a prominent civil activist engaged in the Center for the Development of Non-Governmental Organizations, where she then assumed the position of executive director.

She completed international relations at the Faculty of Political Sciences. Engagement in GP URA is her first political profile.

As stated in her biography, she participated in the implementation of dozens of projects related to the development of civil society and the establishment of the rule of law, was a member of the working group for the negotiation of Chapter 23, and for years pointed out the lack of essential reforms with her colleagues from other NGOs. in the process of European integration, with proposals for measures to improve and advance the negotiation structure.

She was a member of the Board of Directors of the Balkan Network for the Development of Civil Society, and for two terms she was the deputy president of the Government Council for cooperation with NGOs. She is the winner of the Employers' Union award for the best manager in civil society in 2018.

Minister of Internal Affairs Filip Adžić

Vice President of GP URA and former adviser to Dritan Abazović for internal policy, security, the fight against high-level corruption and organized crime. He is a member of the National Operational Team for Countering Violent Extremism, Terrorism, Money Laundering and Terrorist Financing.

After the 2020 election, he briefly served as an MP - where he was replaced by a colleague from GP URA Suada Zoronjic - after which he moved to Abazović's cabinet. The DPS then accused him of "running away from the vote" in the parliament, which a few days later adopted changes to the Law on Freedom of Religion.

In Adžić's biography, it is written, among other things, that he held the position of deputy in the Assembly of Prijestonica, that he was the head of the committee club and the president of the URA Committee in Prijestonica. It is said that he is the owner of a private company and a former athlete. In his biography it is written that he graduated from the Faculty of Tourism and Hotel Management in Kotor.

Minister of Justice Marko Kovač

Kovač is one of the six candidates from the SNP quota. He is a lawyer, unknown to the general public, and as stated in his biography, he graduated from the Faculty of Law in Podgorica, and worked in the High Court.

His father is a former SNP official and federal minister Miodrag Kovač.

Minister of Economic Development and Tourism

Goran Đurović

After leaving Positive Montenegro, Đurović returned to politics as the vice-president of GP URA, he was considered a candidate for the defense minister in the now former government, but due to the calculations of the then-mandate Zdravko Krivokapić, he was informed about the change of decision only at the last moment.

He is a graduate in economics, executive director of the successful private company "Cerovo" and a major donor and humanist.

Đurović was a member of the Main Board of Positive Montenegro in 2014, but was expelled from the party after joining the faction Mladen Bojanić which demanded the resignation of the president of that party Darko Pajović.

Minister of Education Miomir Vojinović

Vojinović is a professor of the Russian language, until now he was an advisor to the President of the Municipality of Berane. He is a member of the presidency of the Socialist People's Party of Montenegro and the president of the Club of Councilors of the SNP Bijelo Polje. He was a member of the Federal Assembly of the FRY and the Assembly of Montenegro.

He is a two-time laureate of the Pushkin Prize for Literature. He graduated from the Moscow Pedagogical State University, where he earned a master's degree. In 2012, he was the sole representative of Montenegro at the World Forum of Foreign Graduates from Russian Universities, in 2018 he became the first recipient of the Pushkin Prize, and since 2019 his name has been included in the "Encyclopedia of the most outstanding foreign graduates from Russian universities".

Minister of Health Dragoslav Šćekić

Until he was elected as a minister, he was the director of the Health Insurance Fund of Montenegro.

He is an economist by profession. He worked at Atlasmont Bank, in the field of payment control. He was a member of the Parliament of Montenegro for two terms, from 2009 to 2012 and from 2013 to the end of April 2014.

He is the president of the Municipal Committee of the Socialist People's Party of Berana and a member of the Main and Executive Committee of the Socialist People's Party of Montenegro.

He held the position of President of the Municipality of Berane from March 31, 2014 to March 11, 2021, when he assumed the position of Acting Director of the Health Insurance Fund of Montenegro.

Šćekić led the party when the DPS was replaced in the local elections in that municipality and his party held the position of President of the Municipality for two mandates.

Minister of Human and Minority Rights

Fatmir Đeka

Đeka is the president of the Democratic Party, he was a local official in Ulcinj and a member of the Assembly. He is also one of the officials from Ulcinj who avoided criminal responsibility by accepting a delayed prosecution with the dark prosecutor's office due to party recruitment. In his biography published on the website of the Assembly, of which he is a deputy on behalf of the Albanian coalition, it is stated that he graduated from the Faculty of Economics in Shkodra in 1997. As a representative of the Albanian coalition, he was elected as a deputy, he was the president of the Club of Deputies of Albanian Parties, the Croatian Civic Initiative and the Liberal Party.

From 2002 to 2011, he was the secretary of the Secretariat for Budget and Finance of the Municipality of Ulcinj, then the director of the Public Company Water and Sewerage. He was elected DP leader in December 2011. Three years later, in February 2014, he was elected mayor of Ulcinj as a candidate of the "Together for the Future of Ulcinj" coalition. Then he was the president of the Ulcinj Tourist Organization. Đeka avoided court proceedings when he postponed criminal prosecution with ODT Ulcinj and paid 1.200 euros to a local institution for children with developmental disabilities, due to suspicion that he had committed the criminal offense of "violation of equality in employment". BIRN previously published an article in which it states that the Ulcinj-based company Vodovod i Kanalizacija employed more than 2012 people for nine months in 70 for an indefinite period of time, mostly DP supporters.

Minister of Culture and Media Maša Vlaović

Maša Vlaović is a non-partisan personality. She graduated from the Faculty of Economics in Podgorica, majoring in international economics, and in 2014 she completed her basic studies at the Faculty of Arts of the University of Donja Gorica, where she received her master's degree.

She is the winner of the Capital City Award "19. December", CANU awards and scholarships for exceptional success during studies and the Faculty of Arts award for the best student. He is currently in his doctoral studies. At the Faculty of Arts, she was engaged in the following subjects: History of Baroque and Rococo Art, History of 18th Century Art and Visual Art and New Media.

Minister of Science and Technological Development

Biljana Scepanovic

Šćepanović is unknown to the public. In her biography, it is written that she was born in Podgorica, received her doctorate in the field of civil engineering and that she is the current president of the Committee for Doctoral Studies at the Faculty of Civil Engineering of the University of Montenegro. He was appointed to that position by the Senate of the University at the end of last year on the proposal of the rector Vladimir Božović.

It was also announced on the UCG website that it was part of the Erasmus project Strengthening the master's program in water resources management, the goal of which was the education of experts in water resources management in the Western Balkans.

Minister of Sports and Youth Vasilije Lalošević

Graduated journalist, former vice-president and deputy of the SNP, head of the media center of the party.

After his parliamentary position, he started working as a consultant at Azmont - an Azerbaijani company that built the Portonovi tourist complex in Kumbor. He returned to politics more actively when he supported the candidacy of Vladimir Joković.

He served as president of the Program Board of RTV Montenegro. He was the president of the SNP Bar Municipal Board from 2001 to 2007.

In the previous government, he was the acting director of the Sports Administration, and he was dismissed, as officially announced, due to the expiration of his mandate. After that, it was announced that the Special State Prosecutor's Office had filed a case against him because he allegedly "exceeded his authority", which he denied, stating that the problem was caused by a "secret consultant" of the relevant minister.

Minister of Public Administration Maraš Dukaj

Political director of the Albanian Alternative, he completed his specialist studies at the University of Montenegro's Teacher Studies, and received his master's degree at the European University in Tirana, earning a master's degree in school psychology.

During the prime minister's term Duško Marković he was the general director of the Directorate for Education of Minorities and Other National Minorities in the Ministry of Education. He held managerial positions in the Municipality of Tuza.

Minister of Labor and Social Welfare

Admir Adrović

The Secretary General of the Bosniak Party is a graduate economist. He was elected to that position in 2021 at the constituent session of the Main Board. He has been a member of the Bosniak Party since its foundation.

According to his biography, Adrović held important positions in the party and state administration.

Minister without portfolio Zoran Miljanić

Zoran Miljanić enters the Government from the post of State Secretary of the Ministry of Internal Affairs and General Secretary of the Citizens' Alliance - CIVIS, an organization that is part of the Black on White coalition. Born in Podgorica, he graduated from the Faculty of Security in Skopje in 1988, where he worked in the criminal police, according to his official biography.

He was engaged in private entrepreneurship from 1998 to 2012, when he was elected as a member of the Parliament of Montenegro. First as a part of the then new party Positive Montenegro, which he left in the meantime and was part of the Independent Club of Deputies. He was a member of the Security and Defense Committee, the Anti-Corruption Committee and the Human Rights Committee.

In the MUP, he was the right-hand man of the former minister, and in his new position he will be in charge of the fight against corruption.

Minister without portfolio Adrijan Vuksanović

Minister without portfolio Adrijan Vuksanović is the president of the Croatian Citizens' Initiative, which lost its parliamentary status in the 2020 elections.

Vuksanović was the leader of that party's list, which had previously suffered a split after his dismissal Marije Vučinović. He was born in Kotor, and he is an electrical engineer by profession, although his biography on Wikipedia also says that he is a journalist and poet. He worked on the party Radio Dux.

It is also stated that he is the president of the umbrella community of Croats of Boka Kotorska "Dux Croatorum", a member of the Croatian Government Council for Croats Abroad. He was a member of parliament in several mandates, as well as a councilor in the Municipal Council of Tivat and in the current convocation. The Agency for the Prevention of Corruption determined on two occasions that he violated the Law on the Prevention of Corruption, because he simultaneously received a councilor's salary and compensation from the Assembly after the end of the parliamentary mandate. That is, in the second case, he "threatened the public interest in the process of disposing of state property", because he leased the House of Culture in Donja Lastva free of charge to the NGO he headed at the time.
