The legislative committee accepted by a majority of votes the proposal to amend the Law on Local Self-Government. Six deputies from the parties of the new majority (DPS, LP, SNP) voted for it, while three of them (DF, Democrats) voted against it.

The second point, amendments to the Law on State Administration, was not considered because there were no proponents.

Democratic Montenegro MP Vladimir Martinović said that if "unconstitutional" changes to the Law on Local Self-Government are adopted, that party will leave the Committee for Electoral Reform.

"We will not participate in faking some agreements in order to reach some good solutions," said Martinović at the session of the Legislative Committee.

The parliamentary clubs of the Democratic Party of Socialists (DPS), the Socialist People's Party (SNP), "Black on White" (URA and CIVIS), the Bosniak Party (BS) and the Social Democratic Party (SDP) submitted to the Assembly on April 28 an initiative requesting amendments of the Law on Local Self-Government, in order to postpone the holding of local elections in several municipalities to October 30 this year.

Amendments to the proposal of the Law request the postponement of elections in Pljevlje, Rožaje, Plav, Tivat, Budva, Plužine, Žabljak, Bijelo Polje, Šavnik, Bar, Danilovgrad, Kolašin, the capital Podgorica and in the Assembly of the Municipality of Golubovci - a municipality within the capital city.

Đukanović has so far announced elections for Bijelo Polje and Šavnik for June 12, and previously for June 5 extraordinary elections in Budva, Tivat, and regular elections in Plužine and Žabljak. He announced the elections in Podgorica for June 19, and by the end of July he was supposed to announce elections in several other municipalities.

The agenda of the session was previously expanded with two items - amendments to the law on excise duties and VAT

The representative of the Democratic Party of Socialists, Danijel Živković, said that the constitutional basis of the proposal is contained in Article 16 of the Constitution.

"We considered it expedient and expedient to consolidate the announced elections. I believe that in this period we will intensify the work on electoral legislation", said Živković, explaining the proposal.

Martinović said that the president of the state has already returned this kind of law once and will probably return it again.

"The first person to support such an initiative was quasi-prime minister Abazović, and I am not surprised by that. I have contacted him several times, as the coordinator of the security services for both Milović and Lazović, but I have not received a response. That is why I am not surprised that Abazović rushed to support something unconstitutional".

He said that they can postpone the elections indefinitely, but the "court of the people" will reach them.

"You came under the authority of the president of the country, maybe he allowed you to do that...if you wanted to honestly consolidate the elections, you would have consolidated them in June or July, not in October. That's why, once again, Mr. Živković, I urge you to withdraw this proposal," Martinovic said.

Živković replied that he does not agree with the fact that it is a violation of the Constitution.

"The Constitutional Court will assess whether the initiative is in accordance with the Constitution," said Živković.

He said that citizens will have the opportunity to express themselves and give their verdict on all political subjects in the elections, whenever they are held.

Martinović called the accusation of DPS for buying votes at the expense of those he supported a "political slap".

Martinović said that this "quasi government" will be the worst in history.

"You agreed that your ministers should be with a high school, that a tourism expert should be your minister of interior affairs," said Martinović.

Živković replied that the Democrats supported the government that stopped the process of Montenegro joining the EU.

"Citizens did not vote for that, for revanchism, for the catastrophic state of the economy. They did not vote for divisions," said Živković.

He added that he did not find in the Constitution and positive international regulations that it is impossible to change the government in a regular parliamentary procedure and that Martinović is using the story of "the termination of the electoral will of the citizens" for political purposes, which he considers legitimate.

Živković said that DPS is the strongest political entity on which the decisions made by the Government will depend.

Martinović reminded that the former government introduced forced administration in two municipalities, and the new majority now wants to extend the government's mandate in those municipalities as well.

Responding to Živković's comment that the Democrats had previously proposed the same, he said that their proposal did not include the date of the elections.

Predrag Sekulić (DPS) said that he would be sorry if the Democrats leave the Election Legislation Committee, although it would not be the first time.

"I'm sorry that the Democrats are not part of some European processes," said Sekulić.

He suggests that the Board propose an amendment stating that "elections should be held by October 30". He believes that the proposer made an oversight.

Sekulić said that the Democrats became a parliamentary party without going to the polls.

"What is born as a hump, time does not correct".

He said that blackmail is not a European way of behaving, "if you adopt it, we won't."

Martinović replied that Sekulić might not be comfortable with having mentioned Sky applications.

He previously said that the correspondence does not mention Democratic officials, but for the DPS they should be seen.

Liberal Party (LP) deputy Andrija Popović has responded several times to end the controversy with Martinović.

The session is also attended by the Minister of Finance Aleksandar Damjanović, who is to explain the proposed amendments to the laws on excise taxes and VAT.

"For an hour and a half, none of us other MPs could speak. Here is our proposer, Minister Damjanović, who should explain an important point for the citizens at the plenum. We have now blocked the minister with the story about Marko's lodgings," he said. is Popovic.

The President of the Committee, Maja Vukićević, said that the intention is for the Committee to declare these points so that the Assembly session can be held.

She said that DF does not support this proposal because it is not about unification, but about postponing the elections.

"This is another attempt to delay the election because some parties that have made some unprincipled coalitions want to escape from the judgment of the people". She said that the proposal is unconstitutional, and by setting the date of the election, the proponents are interfering with the competence of the president.
