For over 20 years, I have argued that organized crime is not possible without the cooperation of the state and crime, so that in all those strong organized criminal groups, they either have the logistics of the state or parts of the state. EUROPOL data show a sad picture in Montenegro but also in Serbia, and the question arises as to how the state can cope with it, because it is now clear that the Skaljar and Kavač clans had the support or logistics of certain people in the state. We need Giuliani, the famous mayor of New York, I was his guest, it is fascinating what he did with the police of that city, it is necessary to do it with our security services. This is where Giuliani is needed, who wants to clear this all up. It should be backed by a strong political consensus, if not politically, at least by the parties in power. It is not possible to do this if you have one or two differences in the parliament, and especially not when you have a minority party, it is absolutely impossible. The alternative is that we will sink into crime, and that everything state-owned will become a criminal resource, will pass into the hands of drug dealers. And politicians will eventually become the property of drug dealers.

There is no battle without a strong system

Prelevic believes that without a strong system, it is not easy to enter the fight against dirty policemen, judges, prosecutors, politicians, to trace the property acquired from crime, and that it is not easy, but that there are solutions in the EU and America.

"It is determined exactly what someone's real or fictitious property is. If you make a cross-section of 100, 200 or 300 companies in Montenegro, very quickly you will have someone who will say what it is, whose it is...and then you have the problem of how to protect that person as a witness. It is not impossible, but it cannot be done by one or five police officers and prosecutors. It all starts with political will and the creation of special sectors in the police. I did that in POSKOK after October 5, it lasted 5 months, and it was the first disbanded unit in the transitional government at the time. And then something was formed that never reached even 10 percent of the results of POSKOK. So, it is known exactly how it is done - create special teams from undisputed prosecutors, court panels, set special conditions for these people and go to work. In Montenegro, you have a problem among policemen, security guards, judges, prosecutors, politicians and gunmen, and their only connection is money. It's a very strong bond because they have a huge interest but also fears of not being discovered, these brotherhoods are strong, someone who is essentially clean must be against them", said the lawyer.

Criminals have agents in their service

"In that socialist Yugoslavia, the Montenegrin security services had information from the sphere of crime, and today criminals have information from the sphere of politics and the police. Security services have mechanisms to obtain information from drug groups, insert agents into those organizations, and here we have a situation where criminal groups have agents within the service. That direction is the opposite, and it will end with the destruction of the state, and when it is destroyed, we will only have those who have more money, that is, those who deal with these criminal activities", Prelevic believes.

He claims that the man who has been in power for 30 years is solely responsible for this state of affairs.

"Only one man in Montenegro was in power for 30 years, the alpha and omega of everything, so no one else can be blamed for this but him. Now he is using some other politicians to keep himself alive and he expects to have the logistical help of those who, for 30 years, created their wealth in the field of crime in parallel".
