The constitutive session of the Municipal Assembly (SO) of Ulcinj, which was interrupted yesterday after the verification of the mandate of the councilors, did not continue today because there was no assembly service in the hall.
The continuation of the session was called at the request of 19 councilors of the new ruling majority (Coalition for a new beginning and FORCA) and two councilors of Democratic Montenegro, by the former Speaker of the Parliament, Hadži Sulejmani, after Speaker Jasmina Hasa (DUA) did not do so yesterday.
Today, by courier, she sent a response to the request for the continuation of the session to the councilors in the hall, in which she calls for consultations.
"Consultations should have been held yesterday, immediately after the chairwoman took a break, not today or tomorrow," Force president Genci Nimnabegu told reporters after it became clear that the session would not be held.
He assessed that it was a continuation of the political game aimed at obstructing the constitution of a new government.
"The biggest losers of that game are the citizens of Ulcinj, but I believe that we will soon form a government despite everything," said Nimanbegu.
On the agenda of the constitutive session, in addition to the verification of the mandate in accordance with the results of the March 27 election, there was also the election of a new president of the SO.
Two candidacies were submitted yesterday - from the newly established majority, which proposed Ardian Mavrić (Forca) and DPS, which proposed its own candidate, Ivana Popović.
Hasa, who presided over the constitutive session as the oldest councilor, was not in the hall later, and the parliamentary service failed to prepare the necessary documents and ballots by 15.30:XNUMX p.m., so the session was interrupted.
Immediately after that, at the request of the future ruling majority and the Democrats, the continuation of the session was called for today.
A little later, on the website of the Municipality, the acting secretary of the SO Besart Resulani (DUA), informed the councilors that according to the agreement with the chairman, the continuation of the constitutive session is scheduled for Tuesday, 31.05.
President of OO URA Ulcinj and candidate for the President of the Municipality, Omer Bajraktari, said today that the Ulcinj opposition continues to brutally obstruct the establishment of a new government.
"In that obstruction, the parliamentary service, which was not parliamentary but party, got involved today. And yesterday we had a party chairman instead of a chairman who represents the interests of all councilors", said Bajraktari.
He stated that the parliamentary service did not respond to the call of 21 councilors, which is almost two-thirds of the total number of councilors in the Ulcinj parliament.
In the March 27 elections, the Coalition for a New Beginning (URA, DP, SD, SDP and AA) won 14 mandates, DPS and BS six, as well as DUA and DSCG, Forca five and Democrats two. Individually, DP, DUA, Forca, URA and DPS won five mandates each, SD and Democrats two each, SDP, DSCG, BS and AA one each.
The new ruling majority was agreed last Saturday evening by the Coalition for a New Beginning and Force. The opposition benches in the next four years will include DUA-DSCG, DPS-BS and the Democrats.
According to the agreement of the new government, the Coalition for a New Beginning and Forca will have from their ranks the presidents of the Municipality and the Assembly, according to the principle of rotation for two years.
