The session of the SO Ulcinj was interrupted again: the government should schedule a continuation in 15 days at the latest

The Government of Montenegro should schedule the continuation of the constitutive session of the Ulcinj Municipal Assembly (SO) in 15 days at the latest, since the session at which the new president of the SO was supposed to be elected was interrupted today.

It is the epilogue of the six-day upheaval of the newly established majority (Coalition for a New Beginning and Forca) and the Democratic Union of Albanians (DUA) and the Democratic Party of Socialists (DPS), which should end up in the opposition benches after the constitution of the local parliament.

Given that Jasmina Hasa (DUA) resigned from the position of councilor, today's session was chaired by DUA president Mehmed Zenka, as the next oldest councilor.

He said that the legal conditions for the continuation of the session have not been met because the deadline for constituting the Assembly expired on May 27.

He announced that he would inform the Government about everything, which is now, in accordance with the Law on Local Self-Government, responsible for making a decision on the eventual continuation of the session.

Article 39, paragraph 4 of the Law on Local Self-Government states "that if the session is not convened within the period referred to in paragraph 1 of this article, i.e. it is not held within the period referred to in paragraph 2 of this article, the session shall be convened by the Government, no later than within 15 days from the date of expiry of the prescribed deadline for convening, that is, holding the session".

In the same article, in paragraph 7, it is written "that if the Assembly is not constituted within 60 days from the date of publication of the final election results, the President of Montenegro calls for new elections for the Assembly".

Ardijan Mavrić, the candidate of the newly formed majority for the president of the SO, told "Vijesti" that the coalition has already informed the government about the events in the Ulcinj parliament and that they expect a clear answer perhaps as early as this week.

At the constitutive session on May 25, the Assembly verified the mandates of councilors based on the results of the elections held on March 27.

After that, when the routine promotion of Mavrić as the new president of the SO was expected, DPS unexpectedly proposed its candidate Ivana Jančić Popović for the same position.

Chairwoman Hasa then took a break, explaining that the parliamentary service must prepare the material and ballots, since the voting when it comes to two or more candidates must be secret.

The session was interrupted because neither Hasa nor the representatives of the parliamentary service appeared in the hall by the end of the working hours.

Immediately after that, at the request of the new majority and Democratic Montenegro, a continuation of the session was called for May 26, but the representatives of the parliamentary service did not appear in the hall again, so the councilors left without completing their work.

A little later, on the website of the Municipality, the acting secretary of the SO Besart Resulani (DUA), informed the councilors that according to the agreement with the chairman, the continuation of the constitutive session is scheduled for Tuesday, 31.05.

In the March 27 elections, the Coalition for a New Beginning (URA, DP, SD, SDP and AA) won 14 mandates, DPS and BS six, as well as DUA and DSCG, Forca five and Democrats two.

The new ruling majority was agreed upon by the Coalition for a New Beginning (URA, DP, SD, SDP and AA) and Forca. In the opposition benches in the next four years, if the Assembly is constituted within the deadline, there will be DUA-DSCG, DPS-BS and the Democrats.

According to the agreement of the new majority, URA and Forca will have from their ranks the presidents of the Municipality and the Assembly, according to the principle of rotation for two years.
