An unprincipled coalition of those who until yesterday told each other that "this model of politicians is now becoming an infectious disease that endangers the whole society", apparently out of fear that they do not have the necessary majority, is doing everything to obstruct the legitimate constitution of the Ulcinj Municipal Assembly (SO), it was announced from the Municipal Committee (OO) of the Democratic Party of Socialists (DPS) Ulcinj.
"At the same time, apparently using police inspector methods known only to them, abusing their official position and exceeding the authority of the administrative inspector who entered the zone of criminal responsibility, they are trying to forcefully, trampling the legal order, to form their non-existent majority," the DPS press release points out.
The Government of Montenegro should schedule the continuation of the constitutive session of the Ulcinj Municipal Assembly (SO) in 15 days at the latest, since the session at which the new president of the SO was supposed to be elected was interrupted today.
"As the public is aware, the first session of SO Ulcinj was convened in accordance with Article 39 paragraph 1 of the Law on Local Self-Government, and the aforementioned session was chaired, also in accordance with Article 39 paragraph 3 of the Law, by the oldest councilor of SO Ulcinj. As for the president A proposal for two candidates was submitted to the Assembly, the session was interrupted in accordance with Article 84 of the Rules of Procedure of the SO Ulcinj due to the need for mandatory consultations and the formation of a Commission. As in a situation where the election of the president of the SO Ulcinj is made between two or more candidates, a Commission of three members is formed from among the councilors whose composition corresponds to the party representation in the Assembly, an invitation was sent to all political entities in the Ulcinj parliament to participate in the consultations. However, the representatives of the political parties did not take part in the consultations, namely: URE, DP, SD, SDP, Albanian alternatives and FORCE and in that way consciously and directly obstructed the work of the Assembly," the DPS Ulcinj press release reads.
They stated that all previous actions are in accordance with the Law on Local Self-Government, the Statute of the Municipality and the Rules of Procedure of the Ulcinj Municipality, and that this is best confirmed by the findings of administrative supervision No. 08-043/22-2327/2 dated May 27.5, 2022. by the Ministry of Public Administration.
"The findings of the Ministry of Public Administration established that the Ulcinj Municipal Council had to be constituted by 27.5.2022 May XNUMX, which could not be done due to the non-appearance of representatives of political parties for consultations aimed at forming a binding Commission, which makes it clear that, due to the obstruction or fear of politicians who are pleading to lead our municipality, there was a situation where the legitimacy of the continuation of today's session was called into question, and accordingly the session was interrupted", said DPS Ulcinj.
They said that they will inform the relevant ministry about everything in order for it to act in accordance with the competence of the Government prescribed in Article 39 paragraph 4 of the Law on Local Self-Government.
"We are telling all actors that, if for no other reason than for the sake of the citizens of Ulcinj, they are obliged to respect the laws and other positive legal regulations, and not to enter the zone of criminal responsibility by abusing their official position and exceeding their authority. We especially invite the Minister of Public Administration and the line ministry to prevent the abuse of official position and exceeding the limits of the authority of the administrative inspector, whose illegal behavior has elements from Article 416 of the Criminal Code, which we will prosecute at the competent prosecutor's office," concludes the announcement of DPS Ulcinj.
