The administrative inspector of the Ministry of Public Administration, Digital Society and Media canceled the advertisements for the recruitment of 17 new workers, as in the office of the President of the Municipality Marko Tsarević, as well as in the Municipal Police and Inspection and Protection and Rescue Service.
This is stated in the letter that "Vijesti" had access to, and which was delivered to the Budva Democratic Committee.
At the end of March, the Democrats initiated an extraordinary inspection, after four advertisements were published in order to prevent the Tsarević administration from hiring new workers in preparation for the elections.
"On the occasion of your initiative addressed to the Ministry of Public Administration, Digital Society and Media on March 31, the Department of Administrative Inspection for the purpose of inspection supervision in the Municipality of Budva, I inform you that on May 13, the administrative inspector ordered the removal of irregularities found in the inspection supervision procedure related to the filling of positions for four public competitions. In an act dated June 14, the Secretariat for Local Self-Government submitted a decision to cancel the advertisement/competition. The above-mentioned act annulled the advertisements published on March 23, the public competition from March 21, the public competition from March 4, and the public advertisement published on March 18," the letter states.
Employment has long been the best recipe for gaining votes in Budva, which they patented in the Democratic Party of Socialists, and which were then used by all parties that came to power, from the Democratic Front to the Democrats.
"After sending an initiative for extraordinary inspection supervision at the end of March, since an advertisement was published for the recruitment of four advisors in the Tsarević cabinet, as well as ten workers in the Municipal Police and Inspection, as well as two mayor's positions, in May the Democrats sent an urgent notification to in connection with the request for inspection supervision. On March 23, the Municipality of Budva published public advertisements to fill 17 jobs in the Municipality of Budva and two heads of services. In connection with the mentioned ad, we sent a letter requesting inspection. We are aware that the procedure for the mentioned ads is still ongoing, for which reason we ask that you provide us with a notification regarding the actions taken and act in accordance with your authorizations in order to prevent possible abuses", the Democrats stated in the letter.
The administrative inspector noted in the minutes after the inspection, among other things, that certain advertisements, those related to the recruitment of workers in the Tsarević cabinet, were advertised by an unauthorized person, that the Rulebook on Internal Organization and Systematization was also made by an unauthorized person, that the decision to start procedure for filling a position is not in accordance with the Law on Local Self-Government.
The same was established when it comes to the competition for the admission of workers in the Protection and Rescue Service and the Municipal Police and Inspection, where it is stated that the personnel plan for 2022 was not adopted, and that the procedure for filling the position was not carried out in accordance with the law.
The administrative inspector indicated to the President of the Municipality of Budva, as the responsible person, to remove the irregularities and to inform them in writing about the measures taken.
The conflict between the Democrats and the Democratic Front has as its epilogue the introduction of compulsory administration, and the trustees took over the function of the Municipal Assembly. Recently, the Government Dritan Abazović appointed new trustees.
For years, the current government in Budva accused the ruling DPS from the opposition benches of party and relative employment, so that today there are almost 450 workers in the municipal crèche. In the Municipality of Budva at the end of 2016, when there was a change of government, there were, according to official data, 336 full-time employees and dozens of those under a work contract.
In August of last year, Tsarević called on all interested officials and employees employed in the municipal administration to submit a request within 60 days if they are interested in mutual termination of employment.
The municipality has been trying to reduce the number of workers for a long time, but despite the offered severance pay, few people decide to leave the local administration.
In 2018, the municipal assembly adopted the Decision on severance pay, which stipulates that a municipal worker is entitled to severance pay in the event of being declared redundant and retiring in the amount of 10.000 euros, if he has 5 to 10 years of service, 13.000 with 10 years of service up to 20 years, 16.000 if he has more than 20 to 30 years of service and 20.000 for over 30 years of service.
A third do not come to work, some for more than a year
A third of employees in the Municipality of Budva were on sick leave last year, which is a new, infamous record since official absenteeism (absence from work) has been monitored in the local administration. Some workers constantly use sick leave, some are even absent from their workplaces for more than a year, and at the same time regularly deliver remittances from doctors, often repeatedly bringing certificates that after being "cured" from one disease, they have contracted another disease in the meantime.
"Based on submitted reports on temporary incapacity for work - sick leave, out of 316 permanent employees, 95 employees in 14 administrative bodies and services of the Municipality of Budva were absent from work on this basis in 2021, which is 30,7 percent of the total number of employees , with an average absence of 58 days per absent employee (total number of days on sick leave/number of employees who used sick leave), or 18 days per employee (total number of days on sick leave/total number of employees). The total number of days of absence is 5.386 days. For a long time, a certain number of employees in the local government bodies of the Municipality of Budva have been permanently using sick leave for more than a year", the Secretariat for Local Government recently told "Vijesta".
