Announcing the urgent signing of the Basic Agreement slows down the country's development, and such a topic requires time, professional, transparent discussion, and never making decisions in a heated atmosphere, said a group of non-governmental organizations.
As reported by the PR Center, the response was signed by the non-governmental organizations Juventas, Cemi, Kvir Montenegro, SOS Nikšić, Montenegrin Women's Lobby, Spektra, Prima and STANA and invited Prime Minister Dritan Abazović and members of the Government, President Danijela Đurović and members of the Montenegrin Parliament. to refrain from any move that, in their opinion, would jeopardize the chance that Montenegro got to be admitted to the European Union in an accelerated procedure.
"We share the concern and confusion of part of the domestic and international public due to the impression that the majority in the Government of Montenegro, instead of speeding up the pace of fulfilling its obligations towards the EU, imposes topics that divide Montenegrin society, which threaten the non-voting of holders of judicial positions, for which three-fifths support in the Parliament is required , as a key criterion for obtaining the final benchmarks," says the response.
The group of NGOs believes that Montenegro does not need division into winners and losers, but rather social cohesion, saying that the Government must not be a generator of divisions in society.
"Montenegro has been given the opportunity to become a full member of the EU in the next few years, and to complete membership negotiations in the next two years. This is the will of almost 80 percent of Montenegrin citizens. There is no issue that unites Montenegrin citizens as much as the aspiration that the country becomes a full member of the EU," the response states.
From the group of NGOs, they assessed that the Government, which sought and received the mandate precisely to fulfill the conditions for rapid membership in the EU, should strongly dedicate itself to that task, without delay.
"From the President of Montenegro, the Prime Minister, the members of the Government, the President of the Assembly and members of parliament, all parties, non-governmental organizations and the professional public, we are asking for action that will indisputably lead to the accession of Montenegro to the European Union, which means establishing a system of the rule of law, ensuring respect human rights, strengthening of institutions, strengthening of trust in institutions, fight against crime and corruption, protection of the environment, expected better living conditions", the reaction emphasizes.
It is stated that the accession to the European Union implies withdrawal from the preparations, and the signing by the Government of documents that are not in accordance with the laws of the country.
"We ask that you postpone all the topics that divide us, and that you fulfill without delay the requirements of the European Union. We urgently ask that you select the members of the judicial council, the judges of the Constitutional Court, the Supreme State Prosecutor in an adequate procedure and with the appropriate quality of the outcome, and enable Montenegro to receive the final benchmarks in chapters 23 and 24", said the group of NGOs.
They believe that issues on which there is no agreement need to be discussed "when the European integration process is unblocked".
"We are aware that if you do not meet these conditions by the end of this month, you have taken away this opportunity from the citizens," said the group of NGOs.
They said that they do not allow the European future to be taken away from the citizens of Montenegro because of personal or party interests.
"We expect you to respect the laws of this country and to return to the agenda without delay issues that are of fundamental importance to the country, and to those who divide us, to find a way to establish a dialogue between interested parties in order to reduce tensions and bring solutions that benefit everyone of the citizens of this country, respecting the right to freedom of religion and other human rights," concludes the reaction of the NGO group.
