That is the conclusion of the parliamentary dialogue, which was organized yesterday by the President of the Assembly Danijela Đurović (Socialist People's Party).

The topics were the provision of two-thirds/three-fifths support of deputies for the appointment of the Supreme State Prosecutor (VDT), judges of the Constitutional Court (US) and members of the Judicial Council (JSC). Those institutions are in an acting state or on the verge of a complete blockade - the VDT has an acting deputy, the US is on the verge of a quorum, while the mandate of distinguished lawyers in the SS expired four years ago.

A two-thirds majority for judicial appointments is a condition for obtaining the final benchmarks in negotiations with the EU for Chapters 23 and 24.

Several procedures for filling positions in the judiciary are in progress before parliamentary committees.

Although after reaching a political agreement on the election of the supreme prosecutor, which requires a two-thirds majority, the procedure is expected to start, it is politically and legally disputed because the old advertisement for VDT is active.

It is not yet known what will happen to the proposal of the Prosecutorial Council (TS) of the old convocation Drazen Burić to be the supreme state prosecutor, because for almost a year the Assembly did not express itself, nor did the new Supreme Court withdraw such a proposal.

Acting VDT Maja Jovanović, elected by the new TS, the first six-month term expires on August 6, the Law on the State Prosecutor's Office leaves the possibility for her to be re-elected for another six months.

During that period, the supreme prosecutor should be elected.

Before the Committee for the Political System, Judiciary and Administration, the selection procedure for part of the SS is in progress, and 34 candidates have applied for the advertisement. From that number, MPs should choose only four.

The current convocation of the SS consists of distinguished lawyers who were elected on July 2, 2014, whose mandate expired almost four years ago and was extended by the Government's decision.

The process of electing three judges of the Constitutional Court is ongoing before the Constitutional Committee, who will be left without a quorum in the fall because another judge is entitled to an old-age pension.

After yesterday's meeting, Speaker of the Parliament Danijela Đurović stated that the intention is to finish all procedures as soon as possible and that "there is a mood for that".

She said that the subject of the political dialogue was primarily issues related to speeding up the process of open procedures, which are within the competence of parliamentary committees, as well as ensuring a qualified majority in that procedure.

"I am pleased that all the political subjects, who attended today, expressed their desire, interest and commitment to the strategic goal of Montenegro becoming a new member of the European Union, and to contribute to solving issues that require a qualified majority, with the expectation that we will reach a consensus on a significantly larger level than that", pointed out Đurović.

She added that the meeting was initial and that it was agreed that communication would continue.

Leader of GP URA and Prime Minister Dritan Abazovic he said at the Government session that European integration remains the Government's priority.

"If we find a common language within the political establishment for the three most important decisions, we can hope for good results in European integration," said Abazović.

The meeting was attended by the president of the Democratic Party of Socialists (DPS) Milo Djukanovic, Social Democratic Party (SDP) Rasko Konjević, New Serbian Democracies (NSD) Andrija Mandic, Democratic People's Party (DNP) Milan Knezevic, Socialist People's Party (SNP) Vladimir Jokovic. The deputy president of the Movement for Change (PzP) was also present. Martinović: We will not throw the Constitution under our feet

Vice President of Democratic Montenegro Vladimir Martinovic said after the meeting that the dialogue was fake and that some of the solutions for the composition of the Judicial Council had already been agreed upon.

He pointed out that the Democrats will not agree to fake dialogues and to what will not contribute to closing chapters 23 and 24.

"At this fake meeting, there were even proposals where politics should roughly enter the law, that the Constitution should be thrown under its feet and that some solutions should be reached that way. I clearly communicated the position that such a thing should not occur to anyone, because we cannot throw the Constitution under our feet just because certain structures are trading," he said.

He explained that this referred to the proposals of certain party presidents that those public invitations and announcements that were started in the Assembly and which are still ongoing, and some have been completed, to be canceled "because there may not be a political agreement" and to start from the beginning.
